Reporting to the Accounts Payable Manager, the Accounts Payable Specialist is a proactive, hands-on team player who thrives working within a fast-paced, dynamic environment. The position collaborates with the procurement team and other internal stakeholders to ensure accurate and timely processing of vendor invoices.

Specific Responsibilities

Process payments to vendors and employees (75)%

  • Processes and pays vendor invoices and employee expense reimbursements accurately and in a timely fashion, ensuring proper coding, expense classification, and authorization.
  • Processes data from Procurement system; manipulates information as necessary to ensure the accuracy of imported data into the accounting system. Utilizes a strong technical aptitude to ensure import process runs smoothly.
  • Applies solid accounting principles and utilizes established internal controls and procedures to ensure compliance with internal accounting processes and donor requirements.
  • Reconciles vendor statements in accordance with established timelines. Tracks and, if necessary, requests copies of outstanding invoices to ensure proper processing.
  • Processes and reconciles corporate credit card activity accurately and in timely fashion; utilizes credit card sites to pull necessary reporting information; follows up with internal approvers.
  • Works with vendors directly and responds to employee expense inquiries in a timely manner.
  • Effectively communicates identified process issues and discrepancies and facilitates internal approvals. Proposes solutions and enhancements to minimize payment delays.

Compliance with vendor withholding and reporting requirements (10%)

  • Participates in the 1099 preparation process annually.
  • Ensures that vendor files are up-to-date and required compliance documents are maintained for all vendors.

Participate in monthly and annual accounting close and audit process (10%)

  • Supports the monthly accounting close and year end close and audit process.
  • Reconciles balance sheet accounts for credit card accounts.
  • Participates in all compliance audit requests, as required.

Other duties (5%)

  • Assists the Accounts Payable Manager with special projects as needed.

Qualifications

  • Bachelor’s Degree in Accounting or relevant degree; or equivalent experience.
  • 1-3 years of Accounts Payable experience. Prefer basic accounting experience as well as experience in handling AP processing of $100MM.

Knowledge and Skills

  • Strong overall technical aptitude including Excel and Google Apps.
  • Maintains current knowledge of best practices and compliance developments affecting the area of specialization.
  • Fluency in a second language highly desirable.

  • Must have excellent communication skills and be able to work proactively and collaboratively with culturally diverse internal stakeholders in a professional and courteous manner.
  • Strong attention to detail with a demonstrated ability to independently establish priorities and complete diverse assignments on a timely basis.

The role:

Due to the geographic and administrative bifurcation of affected populations, coordination of humanitarian actors and support to authorities is particularly critical to ensuring children and families have access to critical social services. Formal training in Cluster coordination is an advantage.

Experience

  • At least 5 years of progressively responsible experience in the humanitarian sector with the UN and/or NGOs, including coordination during the first phase of a major emergency response relevant to the Cluster.

Extensive work experience in Education in Emergencies may be considered as a replacement for Cluster experience.

Languages: Fluency in English is essential; Ukrainian/Russian is an asset.

Contract length: 12 months

The role

The Manager will be based in Antakya overseeing FSL programs in Northern Syria (currently Idlib, Aleppo, Hama, and Homs, with possible expansion to new areas). In addition to directly managing grants in these areas, the Manager will be expected to lead on programme planning, oversight of programme implementation, recruitment and procurement. A key priority of this role is to work day to day with the National Technical Coordinator building their capacity in technical and programme management skills, with the aim of transferring this capacity to the FSL field team. The FSL Technical Programme Manager will also support partners to develop their programmes and build their capacity to respond. The Manager will contribute to programme design and strategy as well as leading on proposal development and grant reporting.

Qualifications and experience

Required

  • Master's degree in International Development Studies, Food Security related subject, or other relevant subject, or BA with equivalent field experience.
  • At least 3 years of management experience in emergency, fragile state or development programmes
  • Experience implementing and/or managing FSL programmes in other contexts, particularly cash and/or voucher programming
  • Previous experience of managing an FSL team at national level
  • Experience of remote managing programmes in complex settings
  • Proven capacity to supervise, and coach staff in FSL technical skills and programme management
  • Experience of, and commitment to, working through systems of community participation and accountability
  • Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects and understanding of donor compliance
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Ability to write clear and well-argued assessment and project reports

Ukraine: Food Security and Livelihoods Programme Managers, 2 posts

We need two Food Security and Livelihoods (FSL) Programme Managers will be based in Slovyansk and Donetsk of Eastern Ukraine.

Both the Managers will oversee food security and livelihoods programs in crisis-affected regions. The Donetsk based Manager will additionally oversee the NFI and Shelter. In addition to directly managing FSL related grants in these areas, the FSL Managers will lead on programme implementation, planning, master budgeting, recruitment, management and procurement in the field locations. The FSL Managers will also lead on programme design, proposal writing, coordination and capacity building and will work with Monitoring Evaluation and Learning (MEAL) staff on assessment, monitoring and evaluation activities. The post holder will be expected to do this through significant mentoring and coaching of national staff.

KEY AREAS OF ACCOUNTABILITY:

Needs Analysis and Program Design:

  • Support design and organization required for assessments, baselines and evaluations.
  • Contribute to situation/response analysis and development of food security and livelihoods strategy documents & sector response plans
  • Contribute to programme design and proposal development

Programme Management:

  • Create master budgets and implementation plans, including phased budgets, Monitoring & Evaluation and indicator tracking plans for all awarded grants
  • Implement project activities ensuring that services are delivered on time and on budget
  • Manage program budget lines and ensure proper and effective use of program resources
  • Manage FSL team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track
  • Coordinate with NGOs working on related issues and specifically on Shelter and NFI related issues
  • Attend the Shelter and NFI working groups to ensure complementary programming with other actors which minimize gaps and avoid overlaps.
  • Monitor program progress against both programmatic and budgetary targets
  • Prepare timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Work closely with the Human Resources team to identify FSL staffing needs (both national and international) and support recruitment of FSL posts
  • Identify FSL programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and work as a mentor and role model for less experienced staff
  • Identify learning and training needs for partners

Representation & Advocacy & Organisational Learning:

  • Take steps to document lessons learned, from FSL programmes, for wider dissemination
  • Represent Save the Children in external technical working groups including Shelter and NFI

I- Advocacy Manager

The Advocacy Manager will undertake advocacy work in all thematic including Health, to advance Save the Children Senegal’s policy positions and influence decision-makers, both at national and internationally levels. The Advocacy Manager will shape and implement Senegal office’s efforts to influence and bring about change in the awareness, attitudes, behaviours and policies related to the rights of children in Senegal. S/He will manage media enquiries regarding Save the Children in Senegal and will directly manage public campaigns with special focus identified thematic.

He/she will be responsible for the following tasks :

• Identify policy and practice change that will promote and protect the rights of children ;

• Define key advocacy opportunities and targets at national, regional and international levels ;

• Develop and implement an advocacy strategy to guide SCI work in Senegal, encompassing issues such as (but not limited to) Child rights violations, emergency response and humanitarian access, child protection, education (including in emergency situations), as well as long-term needs of affected populations, and addressing a wide range of audiences ;

• Ensure that voices of children form the basis of Save the Children’s advocacy strategy, and our programming too ;

• Identify and measure indicators for assessing the impact of SCI’s advocacy work in Senegal in the approved advocacy strategy ;

• Draft media briefings, talking points, Q&As, press releases and media statements based on the advocacy priorities identified ;

• Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations;

• Contribute to the development of proposals and ensure that all Save the Children projects have a clearly developed advocacy component ;

• Support SCI Senegal Senior Management Team in high-level advocacy work towards key UN agencies, donors and other agencies.

• Develop good knowledge of state and national government structures, parliamentary and political processes and key decision making structures and how to influence them ;

• Act as a spokesperson for Save the Children to a variety of external audiences including policy makers and the media, as directed ;

• Support the Country Director in his role as Save the Children Senegal designated spokesperson.

Qualifications, experience and attributes :

• Excellent command of French AND English languages, both verbal and written ;

• Significant experience of planning and implementing successful advocacy and media work ;

• Clear understanding of the range of possible advocacy tools available to influence key targets, and their applicability in a complex situation ;

• Clear understanding of key humanitarian actors - including UN agencies and bilateral donors - and how they coordinate and operate ;

• Proven experience of external representation and direct lobbying of high-level targets ;

• Ability to synthesise complex information into concise and compelling policy briefing notes and advocacy documents ;

• Proven experience of using media for advocacy purposes ;

•Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure ;

• Information Communication Technology advanced skills.

To increase our capacity to respond, we have created a dynamic and highly skilled Humanitarian Australian Response Team (HARTs) of emergency personnel. HARTs have a range of technical skills in addition to Health, including WASH, Child Protection, Education and Nutrition, and are able to support chronic and sudden onset emergencies, with the flexibility to deploy globally in line with the humanitarian imperative.

About the HARTs Health Advisor role

As the HARTs Health Advisor you will generally be deployed to the field in a complex, large-scale emergency. On occasion you may also be asked to gap fill a senior Health technical advisory role in a chronic humanitarian country program or carry out short-term assessments. You will be expected to lead on sectoral assessment, program design and master budgeting, coordination, and support fundraising, recruitment and capacity building. In between deployments, you may be asked to work on various Health issues from home, such as developing lessons learned documents based on deployments or supporting Save the Children's global technical working groups.

Required Skills: You will be either a clinical professional or an MPH, with relevant field experience in health programming. You will have significant experience working in emergency response contexts or fragile states, including previous first phase emergency response experience. In addition, your technical knowledge will be coupled with experience of managing and building the capacity of a team of international and national staff and providing program management/technical support across multiple locations.

You will be willing to travel for up to 70% of the year, with deployment lengths of up to 3 months. You will be available and ready to be deployed anywhere in the world at short notice. You will normally work unusual hours and will often working in stressful and insecure environments.

The role

The overall aim of the Child Protection Adviser is to assess, design and guide staff to initiate interventions to address violations of children's rights to protection from abuse, exploitation, violence and neglect. The role

Building the capacity of local publishers/writers on developing Supplementary Reading Materials (SRMs) aligned to the New Mother Tongue Curricula (for grade 1-8)

Background:Save the Children (SC) is the world’s leading independent non-profit making organization working in diversified areas to improve lives of children. One of the many recent undertakings of the Save the Children in Ethiopia is implementing the USAID Reading for Ethiopia’s Achievement Developed Community Outreach /READ-CO Project /aiming to improve the reading and writing skills of children through reviewing existing as well as developing new and availing supplementary reading materials so as to create opportunities of children to practice reading and writing skills at school, home and community levels.

The READ-CO is a USAID funded four-year/2015-2018/ project to improve the reading skills of children in seven languages- Amharic, Tigrigna, Afaan Oromo, Wolayttatto, Sidaamu Afuu, Hadiyyissa and Af-Somali. In order to effectively realize the project’s objective, Save the Children works closely with the Ministry of Education (MoE) and Regional State Education Bureaus (RSEBs-Amhara, Oromia, Tigray, SNNPR and Somali)and READ-CO’s project’s implementing partners TDA, ADA, OWDA and ANFEAE to ensure the following three Intermediate Results obtained; I**R 1: Access to supplementary reading materials in vernacular languages increased, IR 2: Opportunities for children to practice reading and writing created and IR 3: School community engagement to support learning in reading strengthened.**READ-CO will implement the project using the following three-part strategies:

  • Support the development of SRMs aligned to the newly developed curriculum for the 7 MT languages and MoE’s national guideline for selection/development of SRMs and adapted to their regional /local contexts;
  • Support development of school, community and home-based activities to provide opportunities for students to practice the skills of reading and writing; and
  • Promote parental and community engagement in support of students learning how to read and write, including raising awareness about the importance of reading.

The strategies are designed to help increase access to quality, curriculum-aligned and culturally-appropriate supplementary reading materials while increasing the number and quality of opportunities that primary-school children at all grade levels need in order to develop the skills of reading and writing. To this end, local writers and publishers will have an opportunity to build their capacity to produce mother tongue curriculum aligned SRMs for school children. The major focus of the capacity building workshop is to assist local publishers/writers illustrators, designers etc. to develop SRMs for primary school children in 7 mother tongue languages for grades 1-8. These materials will be developed in alignment with the mother tongue curriculum for the 7 languages and help school children develop the five core language skills: namely, phonemic awareness, grapho-phonemic awareness, fluency, vocabulary and comprehension. As a result of this workshop local publishers/writers will be able to produce need based quality supplementary reading materials for the market in the coming years after the project is phased-out.

Specific Objectives

At the end of the workshop, participants will:

  • be acquainted with the new mother tongue curriculum in the 7 mother tongue languages with particular focus on scope and sequences and essentials of the new curriculum in developing the SRMs as part of the training exercise;
  • be able to build their capacities and skills on evaluating and developing standard of SRMs (through the introduction of the MOE’s draft SRMs guideline.);
  • acquire skills and techniques which will enable them to develop, adapt and review SRMs for grades 1-4 in 7 vernacular languages (Amharic, Affan-Oromo, Af-Somali, Tigrigna, Sidamu Afuu, Wolayttatto and Hadiyysa;
  • be able to follow and understand the scope and sequence documents, including the specific languages curricular materials (minimum learning competencies, flow chart, student textbook, teachers’ guides) and use them in developing grade-level supplementary reading materials;
  • develop supplementary reading materials in 7 mother tongue languages aligned with the new curriculum for Grades 1&2, including decodable texts and leveled readers; and
  • identify the learning support needs of Ethiopia’s primary school children to further guide the development, review and adoption of priority SRMs.

Approaches and Processes for the capacity building workshop:

READ CO SC will work throughout the project to build the capacity of local language content creators and publishers to develop high quality children’s literature that is aligned with the new mother tongue curriculum.

As part of the READ-CO project’s capacity building plan, first the selected publishers/writers will get hands-on training on how to develop SRMs aligned to the Mother tongue languages and develop new SRMs on given titles for grades 1&2. The publishers/writers will also get orientation on the new mother tongue curriculum’s scope and sequence and MoE’s SRMs guideline in order to develop quality SRMs with the required titles. In addition, they will be given a brief orientation on how to consider gender and disability inclusion in the development of materials to ensure the materials are free from gender and disability bias and promote equal representation. To ensure the publishers/writers understand and meet the expectations, they will be required to develop some sample SRMs during the training. Following the training, the publishers/writers will develop SRMs with the required titles for each grade and language level based on the agreed up on scope of work and timeline.

The newly developed SRMs for the grade levels (1&2) will be internally reviewed with standard checklists by the READ CO project team and will then be submitted to the MoE first for a review before being submitted to RSEBs/ZEDs for approval and printing and distribution to schools. The publishers/writers will be responsible to incorporate comments and feedbacks provided by SCI/MoE/RSEBs/ZEDs on the SRMs they developed in timely fashion. The final revised SRMs will be checked by MoE and RSEBs/ZEDs to ensure comments are incorporated. The publishers/writers will submit grade 1&2 Camera Ready SRMs to READ-CO/SC in soft and hard copies for the language/s and grade/s level they agreed to develop. SC/READ-CO will check the materials and officially communicate in writing with publishers/writers for their acceptance. SC/READ-CO in turn will submit the documents to MoE and USAID as part of project deliverables. Payments will be effected whenever the development materials are accepted by MoE and RSEBs/ZEDs.

Supplementary Reading Materials required

Development of SRMs: The supplementary reading materials will be prepared in alignment with the new mother tongue curriculum developed for the 7 MT languages (for Grades 1-2) with the required number of titles and pages for each grade level/for details specification of SRMs, please see the attached MoE’s Guideline for your reference/. In addition, the following details shall also be taken in to account during the development of SRMs:

a. Culture and religion;
b. Gender and disability;
c. Language specific considerations

Job Requirements

The consultant is expected to have a PhD or Masters with 5 years of experience in reading (or equivalent educational background) and possess extensive experience in:

  • supplementary reading materials development (i.e. “decodable” and other grade-level texts, Read aloud for grades 1and 2);
  • providing training on development of mother tongue materials (textbooks, supplementary reading materials etc.) development , implementation and evaluation;
  • supporting children who have reading difficulties (hands on techniques for children with reading difficulties);
  • involving parents and the community in enhancing their children’s reading skills and interest;
  • translation and developing and adaptation of mother tongue curriculum;
  • providing training on materials development and evaluation;
  • working with multinational groups on language materials development, implementation and evaluation;
  • participatory techniques to engage participants to produce materials at workshop;
  • mother tongue reading materials evaluation; and preparing brief notes to distribute to participants(in soft or hard copies for participants for further use)

The role

SCI is seeking an Operations Director, who will support the Head of Mission in managing the Save the Children programme in Guinea. Objective of the workshop

The workshop will ensure the reviewers’ team has acquired all knowledge, skills and talents to review grades 1-8 materials developed as per the new mother tongue curriculum. Thus, at the end of the workshop, the participants will be able to:

  • Acquire skills and techniques which will enable them to technically identify, review and adopt quality SRMs prepared for grades 1-8 in 7 vernacular languages (Amharic, Affan-Oromo, Af-Somali, Tigrigna, Sidama Afuu, Wolaitigna and Hadiyigna).
  • Understand and use the scope and sequence in the new mother tongue curriculum for the review of materials.
  • Identify the learning support needs of Ethiopia’s primary school children to further guide the development, review and adoption of priority SRMs.
  • Develop a comprehensive standard tool for SRMs review, using the draft guidelines for development and selection of supplementary materials.
  • Make actual review of the existing and the new supplementary reading materials in order to verify that the materials meet the MoE’s/RSEBs/ZEDs objective to develop the five core reading skills for the intended grade levels. They will use the standard tool to determine the alignment with the new mother tongue curriculum as well as evaluating them based on the MoE’s SRMs guideline. Accordingly, the participants will review selected existing materials for grades 1-4 available from the current market. Besides, they will also review the newly developed decodables, leveled readers and read aloud by READ-CO for grades 1&2.

Approaches and Processes for the SRMs review:

According to the MoE SRMs guideline, ‘Supplementary reading materials can either be developed locally or be selected and purchased from local, national, or international markets. Job Requirements

The role

CONSULTANCY: Development of a School Safety Comprehensive Training Package for Nepal

To support the implementation of DIPECHO VIII: "Promoting and strengthening school safety in Nepal through operationalizing the Comprehensive School Safety Framework (CSSF)"

Context and background

Globally, Save the Children, Plan International, World Vision and UNICEF work together on the Children in a Changing Climate Coalition and are among the leading agencies at the global level and instrumental for the development and endorsement of the Comprehensive School Safety Framework (CSSF). In Nepal, these organizations have established the Child-Centred Disaster Risk Reduction Consortium (CC-DRR) that aims to raise awareness and ensure child well being in disaster risk reduction programmes in Nepal. Moreover, each agency brings significant expertise and experience in DRR and education programming as well as on the integration of DRR into the education sector. Each agency also brings strong and existing relationships with Ministries at national, regional and district level as well as with schools and communities.

In the context of this collaboration, Save the Children leads the Child-Centred Disaster Risk Reduction (CC-DRR) Consortium consisting of Save the Children, Plan International and World Vision, and having UNICEF and UN-Habitat as strategic partners in the implementation of an 18 month project under the current DIPECHO VIII action plan for South Asia, co-funded by the European Commission Humanitarian Aid and Civil Protection Directorate (DG ECHO) with a focus on school safety in Nepal by operationalizing the Comprehensive School Safety Framework (CSSF).

The project aims to increase the resilience of children, communities as well as the government education and disaster management systems in Nepal to be better prepared for and able to respond to natural hazards. This will be done through the development of common models and tools for the education sector that are developed in partnership with key education and disaster management actors in Nepal and especially with the Ministry of Education and Department of Education to ensure ownership. The key is to align tools and approaches to ensure that DRM is integrated into the education system as well as connected to Community Based Disaster Risk Management (CBDRM) and Annual Development Planning (ADP) processes and structures in Nepal. The CC-DRR consortium will work intensively at the national level in coordination with the Nepal Risk Reduction Consortium (NRRC) and Flagship 1: School and Hospital Safety, Flagship 2: Emergency preparedness and response and Flagship 4: Community based disaster risk management, but will also align to the processes taking place under the School Sector Reform Programme and the Education Cluster. It will also test one component of the model approach – Pillar 2 of the CSSF - in six focus districts (Baglung, Parbat, Banke, Kailali, Kalikot and Doti) across three regions in 60 schools and communities in partnership with sub-national education authorities and community based organisations and school management committees (SMCs).

For the achievement of the first result of the Action "A harmonized SBDRM model that contextualizes the CSSF in Nepal along with a set of associated tools has been developed in partnership with the Ministry of Education and other education and disaster management stakeholders", the support of a set of consultancies was envisaged structured as per below.

Main role of the consultancy

  • Undertake a review of school safety guidelines and tools in Nepal and other countries and produce a full package of resources agreed by the Ministry of Education and other school safety actors for use and testing. ( language- English)
  • Translation of the resource/training pack into Nepalese ( language- Nepali)
  • Facilitate TOT to National Centre for Educational Development (NCED) and Department of Education (DOE) master trainers in the use of the common tools so they are able to deliver trainings to the target districts( language- Nepali)

Key Tasks: The work will be built on previous training materials on DRR / school safety used by the government, consortium agencies and other stakeholders in Nepal, with the objective to improve and harmonize what was used before and come up with one package of materials to be used and endorsed by all actors. In this process, the consultant (s) needs to further assess the following:

  • Document review of what already exists on school safety training in Nepal.
  • Review of relevant training materials produced by government, Plan, Save the Children, World Vision and other likeminded organizations in Nepal and the Asia region.
  • Host a workshop, with support of the consortium and Ministry of Education (MoE) and DOE, to bring together all actors to share their school safety training materials and best practices.
  • Lay out a process for drafting and finalization of the harmonized training package both in English and Nepali – including all the feedback from consultations and findings from desk review. Ensure buy-in with the MoE and DOE with support of the consortium.
  • Develop and facilitate a TOT for NCED and DOE master trainers in the use of common tools.

As well the consultant is expected to:

  • Involve the NCED and other relevant government agencies in the process (mandatory)
  • Coordinate with the consultant assigned for development of the school safety model
  • Coordinate with VISTAR, Red cross, NRRC and other agencies/network
  • Present a first draft to the technical group and incorporate feedback in the final draft of the training materials

Duration: The consultancy will take place during 25 August – 24 November 2015, period in which a maximum of 50 working days will be allocated to deliver the products.

Line management: the Consortium Coordinator manages the consultancy and will supervise the work progress. Consultant (s) will have to liaise closely with the DRR Regional Technical Advisor (TA).
