We're currently looking for an Advocacy Manager to be based in our central London office near Trafalgar Square (other locations where Save the Children has a presence will be considered).

Our EVERY ONE campaign to end preventable child deaths concludes in December 2015 and we'll launch our next priority campaign, focused on excluded children, in early 2016.

The role

As a member of the Nigeria Senior Management Team (SMT) the Director of HR& Administration shares in the overall responsibility for the direction and coordination of the Country Office (CO). He/she is accountable to the Country Director for government relationships and the provision of effective HR and administrative services in both emergencies and development programming contexts.

Qualifications and experience

Masters and/or postgraduate specialisation in Human Resources or Business Administration (MBA) with specialisation in Human Resources

Recommended a minimum of 10 years of management experience in a corporate or an NGO environment, including experience in the development of strategic and operational support services plans and their implementation in a professional work environment over a sustained period of time

Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts

Resourcefulness and creativity in developing the role of HR within the programme and ensuring the most effective support to line managementWillingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies

Experience in capacity building and setting frameworks for staff development;

Excellent oral and written communication skills in English

Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change

I- Senior Manager for Program Design and Quality

The Senior Manager for Program Design and Quality shares has the overall responsibility for the direction and coordination of the Country Office program. As a member of the Senior Management Team (SMT) in Senegal, he is responsible for overseeing the development of strategic planning, high quality and innovative programs that deliver immediate and lasting change for children. S/He will oversee the MEAL team and ensuring reports meet donor requirements, are submitted on time and work as well with the Awards Management team to ensure that both financial and narrative are compliant to donor requirements.

He/she will be responsible for the following main tasks :

• Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance;

• Help establish, maintain, and improve active and regular working relationships with: Senegal government authorities, partner agencies including humanitarian and development donors, and local and international NGOs

• Ensure Senegal Country Office complies with all Save the Children Essential Standards and Standard Operating Procedures

• Take a lead role in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports

• Lead on conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children

• Oversee the development and implementation of Save the Children in Senegal fundraising strategy

• Identify and nurture possible funding sources, including current and potential traditional and private donors

• Identify and nurture strategic partnerships with key stakeholders for all current and potential thematic areas of Save the Children in Senegal

• Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children

• Oversee all new opportunities, concept notes and proposals through to sign off

• Build the capacity of staff and ensure systems and processes are in place to deliver high quality concept notes and proposals.

• Ensure that programs are relevant to children in Senegal and to the global program and advocacy objectives of the Save the Children members

• Oversee the development of an advocacy strategy for the Senegal Country Office

• Support the Director of Program Operations in the implementation and monitoring of all longer term technical goals, objectives and policies

• Ensure that technical staff and advisors provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant CO departments/functions

• Maintain a robust M&E system to measure achievement and progress toward program goals and results

• Ensure compliance with Essential Standards for MEAL;

Qualifications, experience and attributes :

•Master’s degree in Social Sciences, in an area of social development

• A minimum of Five years management experience in a corporate or an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies

• Recognized leadership role in relevant technical areas at both field and country level

• A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues

• Solid experience of developing and managing monitoring and learning systems

• Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working

• Credibility to lobby, influence and represent Save the Children at all levels

• Resource management, training , capacity building, coaching, and mentoring skills

•Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

•Fluency in written and spoken French and English

ROLE PURPOSE:

To lead the monitoring and evaluation of programme activities at state and LGA level for the new DFID-funded cash transfers programme, the Child Development Grant Programme. Ensure that all data collection, consolidation and documentation are conducted in a timely manner and consistent with DFID requirements and Save the Children guidelines and best practice.

KEY AREAS OF ACCOUNTABILITY:

  • Based on the project proposal, implementation plan, and donor reporting requirements, support the M&E and VFM Advisor in the development and implementation a system for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts
  • Ensure an effective roll-out of M&E collection and reporting systems at the LGA level through training, site visits, manuals, and other technical support as needed
  • Conduct training for project staff on M&E in line with identified capacity needs and provide ongoing mentoring support
  • Coordinate with the DFID-contracted Evaluation Team for conducting of activities at state and LGA level
  • Work with LGA teams to establish reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner
  • Lead on compilation of regular monthly and quarterly state level reports using data provided by LGA teams and ensure cross checking of data
  • Compile case studies and lessons learned reports on a regular basis to share with wider programme and inform improvements in programme quality and delivery
  • Support creation of a system for ensuring that information obtained is also shared with communities, children, and other stakeholders through a regular feedback mechanism
  • Ensure beneficiary accountability mechanism is logging and addressing complaints in a timely fashion. Ensure programme managers are aware of delays in acting on any complaints or information requests
  • Support coordination of overall project review and evaluation activities as required. This includes working with the independent Evaluation Team to coordinate mid-term and final evaluations, and supporting donor and external reviews as required
  • Contribute to regular reviews of the M&E system itself, making improvements as needed and recommended, in consultation with managers, staff, and partners
  • Analyse information about the programme and make recommendations for improvement
  • Ensure key lessons and challenges are documented and shared with staff and partners
  • Identify the need for additional technical support to ensure effective programme delivery at state and LGA level and coordinate the allocation of that support

Essential Qualifications

  • Advanced training in quantitative methodologies, including database management.
  • 3 years of direct experience of monitoring and evaluation related to one or more of these fields: health, HIV, nutrition and/ or economics.
  • Strong analytical skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning. Demonstrated ability to design, commission, and manage assessment methodologies and evaluation.
  • Good understanding of media and communications.
  • Computer literate.
  • Ability to build support from staff across teams and across members, and to build the capacity of others.
  • Proven ability to coordinate effective resource allocation to ensure quality programmes.
  • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable workplans and evaluate progress.
  • Strong communications skills (both written and verbal). The ability to analyse complex data and summarise it for a range of different audiences.
  • Experience of working within budget constraints.
  • Commitment to Save the Children’s mission, values and approach (includes child protection, equal opportunities and health and safety).

Nigeria: Local Nutrition Consultant

Background :

Save the Children is a leading international organization helping children in need around the world. First established in the UK in 1919, separate national organizations have been set up in more than twenty-eight countries, sharing the aim of improving the lives of children through education, health care and economic opportunities, as well as emergency aid in cases of natural disasters, war and conflict.

In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states - Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna - focusing on providing basic healthcare and protecting children.

Project summary:

In September 2011, Save the Children started a DFID funded nutrition programme called WINNN (Working to Improve Nutrition in Northern Nigeria). WINNN is being implemented in partnership with UNICEF and ACF International, includes five states in northern Nigeria, aiming to improve the nutritional status of about 6.2 million under five children of which at least 140,000 will be targeted to receive treatment for severe acute malnutrition.

The aim of the programme is to bring together advocacy, capacity building and programme delivery through proven high impact interventions while working side by side with State Nutrition Officers to create linkages for nutrition throughout the State Ministry of Health’s work.

Assignment Purpose:

To support implementation of the WINNN project at the LGA level by specifically focusing on facility and community-related activities

Specific objectives:

A. Support the LGA Nutrition Officer to deliver all outputs of the WINNN project at LGA level

  • Provide support to the LGA PHC department staff particularly the Local Nutrition focal person and the Health Educator to carry out programme activities
  • Ensure that all programme activities (including meetings and trainings) at local government level are well supported
  • Serve as an interface between the WINNN project and the local government authorities and community leaders by supporting the process of advocacy for nutrition
  • Support data management and reporting of WINNN activities at the LGA level

B. Provide support for the implementation of WINNN’s community mobilisation strategy for CMAM and IYCF

  • Ensure that the process of recruiting and training community volunteers is supported, if relevant
  • Support the LGA health educator to carry out community engagement activities
  • Support the community volunteers in the delivery of their duties
  • Provide supportive supervision to all community volunteers in the LGA

C. Assess and provide support for the implementation of the MNCHW campaign

  • Schedule monitoring visits to selected fixed posts during the exercise and make observations
  • Review the whole implementation process and document current working strategy vis-à-vis the national implementation strategy
  • Assess supply chain management of MNCHW commodities and supplies
  • Assess and track financial input from government and partners to measurable outcomes from the exercise
  • Support and provide appropriate strategies for social mobilization which LGA specific

D. Assess and provide support for the post- implementation and review phase of the MNCHW exercise

  • Assess and support the data management and reporting process during and after the MNCHW
  • Attend and support the state-level MNCHW review and debriefing
  • Support the WINNN and SMoH teams to develop MNCHW reports

E. Report

  • Submit monthly statistics and activity reports conducted during the month to the STA
  • Submit any ad-hoc reports of any activities supported or delegated
  • Give a detail reports on the activities of the community volunteers in the LGA

Expected outputs:

  • End of consultancy report stating all activities carried and recommendations for the way forward
  • Documents and tools used such as supervision and monitoring checklists, minutes of meetings, statistics etc.

Essential skills requirement:

ROLE PURPOSE:

Save the Children International is a 'full spectrum’ organisation that seeks to inspire breakthroughs in the way the world treats children, and create lasting change in children’s lives. Monitoring, Evaluation, Accountability & Learning (MEAL) is a core function in all Save the Children International programmes globally, representing our commitment to accountability and transparency, and is crucial aspect of programme quality management within Save the Children.

The Wajir-based MEAL Coordinator will provide leadership in ensuring high quality programme management information systems and accountability standards are integrated into all aspects of Save the Children’s programming in Wajir, and in doing so will contribute to organisational progress against the Minimum Operating Standards and programme quality indicators. Key areas of responsibility for the Wajir-based MEAL Coordinator include (a) support programme staff in the development and implementation of Save the Children’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems; (b) assisting in the collection, entry and compilation and first-step analysis of program data and learning findings; (c) supporting Wajir Field Office by providing programme-level technical assistance during the design and implementation of studies, research, surveys and evaluations; (d) supporting in the setting up and implementation of accountability to beneficiaries mechanisms, monitor programme quality, raise red flags and support programme learning while contributing to transparent and robust reporting.

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on Child Protection, Child Rights Governance, Education, Health & Nutrition and Child Poverty. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir. We work through partners in many other parts of the country. We have a staff complement of around 300 staff and an operating annual budget of approximately US$20 million in 2015.

SCOPE OF ROLE:

Reports to:Initially, the Wajir Area Programme Manager (APM) operationally with close technical relationship to the Nairobi-based Head of MEAL. By the end of 2015, the position will report directly to the Head of MEAL, with close interaction with the APM on a day-to-day basis.

Staff directly interacting with this post:All Wajir-based programme staff, Community Liaison Officer(s), MEAL Coordinators based in other field locations

KEY AREAS OF ACCOUNTABILITY:

General Management

· Responsible for leading the MEAL roll out plan within the field office and for the correct implementation of the SCI Kenya MEAL Framework;

· Ensure that MEAL is effectively integrated into programme design, and contributes to programme objectives;

· Ensure the appropriate resourcing of MEAL activities within new budgets;

· With Programme Managers, develop MEAL plans and related tools at award start up, including ensuring that programme Detailed Implementation Plans (DIPs) include MEAL activities;

· Compile and provide required data for reporting to donors and SCI requirements

· Contribute to annual planning and reporting processes, consistent with SCI operational requirements;

· Identify recurring gaps in MEAL and programme quality themes, and actively address the causes;

· Ensure that child participation and child safeguarding is integrated into design and delivery;

· As a member of the Wajir SMT, ensure a conducive and productive work environment.

Quality Monitoring

· Work closely with the Programme Development and Quality (PDQ) team and Head of MEAL to develop and finalise Programme Quality Benchmarks

· Use process, output and outcome level quality benchmarks as reference to undertake field monitoring visits, focusing on programme quality aspects, discuss with relevant staff and share reports with relevant colleagues

· Work with the programme team to develop data collection tools

· Work with programme team to regularly collect data related to their indicators

· Perform regular field visits to ensure the quality of data collected by programme staff and to verify the accuracy of reported data

Management Information System

· Manage the MIS system at the field office level and ensure quality data is collected. This includes keeping field level MEAL tracking tools (Accountability Tracker; Quality Action Tracker; IPTT dashboard; Evaluation Tracker) up to date.

· Support in the compilation and analysis of quantitative and qualitative programme data and contribute into subsequent reporting of Wajir Field Office through monthly MEAL reports, flagging updates, successes and issues from the MEAL tracking tools.

Accountability

· Contribute to a culture of accountability and transparency on the team;

· In close collaboration with Community Liaison Officer (s), lead in the design and roll-out of locally appropriate, financially viable, and effective complaints and feedback response handling mechanisms;

· Support and promote two-way beneficiary communications in activity and MEAL systems design.

· Receive accountability data from field, analyse it and share with the Country office. Compile and analyze data on monthly basis and share it with program teams at various levels.

· Maintain the Complaints and Response Mechanism database at the field office level

· In collaboration with the Head of MEAL, support Wajir office in ensuring children’s participation, reporting back to children, and child-led MEAL.

Evaluations and Research

· In collaboration with relevant Technical Specialists and the Head of MEAL, support in the coordination of research field activities and ensure effective child-focused research

· Where necessary, design and support the implementation of needs, baseline, and endline assessments and surveys

· Supervise the development of data collection tools proposed for evaluations activities

· Act as the field focal point for the design, management and tracking of internal and external evaluations and impact assessments, to ensure compliance with donor and SCI requirements, as well as accountability, transparency and programme learning.

Learning

· Work with programme teams to utilise data from trackers for quality improvement;

· Document good practices, lessons learned and feedback captured from programme participants (adults and children) to influence and guide the design and implementation of our programmes - (action research);

· Organize learning meetings, events and workshops for programme units to document lessons learnt, good practices and areas of improvement;

External relations

· Actively and effectively represent SCI Kenya at the Accountability Working Group, and the Community Communications Working Group.

· Represent SCI Kenya, and provide technical advice where necessary, to implementing partners;

· Other representation as required.

Staff Management, Mentorship, and Development

Manage performance of direct reports in the work area through:

· Identify capacity gaps and work with the Head of MEAL to build the capacity of the program staff and partners to ensure smooth implementation of quality MEAL systems and effective participatory evaluations;

· Provide orientation/training to MEAL/programme field staff, both to those who are new in post and to all field office staff periodically.

· Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

· Coaching, mentoring and other developmental opportunities;

· Recognition and rewards for outstanding performance;

· Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.

· Build the capacity of staff to monitor/ manage grants and awards as well as understand and implement compliance requirements from donors, Save the Children and/or the Government of Kenya.

· Maintain clear communication with both the functional (direct) line manager and the technical manager to foster a smooth working relation under existing matrix structure

ROLE PURPOSE:

The Humanitarian Director will manage Save the Children's Earthquake response program in Nepal. This position requires an extremely high level of political, social and economic understanding to set a strategic approach to our response in coordination with our other programs within the country as well as an in-depth knowledge of humanitarian principles. The Humanitarian Director is responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities and is the ultimate authority on Emergency capacity building and staff well being. The post-holder will develop and manage programmes or country support functions, negotiate and network at a national/international level. The position will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a strategic role in supporting the SMT for the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children.

SCOPE OF ROLE:

Reports to: Deputy Country Director - Program Operations

Staff directly reporting to this post: Deputy Team Leader Operations, Deputy Team Leader Programme Development and Quality, Humanitarian Manager and Humanitarian Field Managers.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Minimum of 7 years' experience of working within a senior management role within a complex country programme in a low to middle income/ disaster setting
  • Minimum of 5 years previous experience of managing programme teams in large-scale first phase emergency response is essential
  • Minimum 5 years senior management experience of multi-national, multi-sector team at a Deputy Country Director level.
  • Minimum of 7 years of experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level

Responsibilities

Reporting to the Chief of Party of the One Community Program, the Senior MERL Advisor will bring significant experience and fresh ideas to develop and implement a realistic MERL strategy and systems, ensuring that they are institutionalized within the One Community Program, and that program staff have the capacity to implement them The MERL Senior Advisor will provide overall leadership and oversight for project monitoring, evaluation and learning. S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID. Under his/her guidance, the project will utilize monitoring data to maximize program impact. The Senior MERL Advisor will develop and manage a program online database that not only captures and compiles project indicators, but one which also acts as a centralized indexed repository for key project documents. The MERL Advisor will work with other technical partners to link the database with GIS information producing resource mapping and beneficiary spread to inform implementation. The proposed candidate must have experience in analyzing quantitative and qualitative data, working with similar USAID/PEPFAR funded projects and knowledgeable on reporting procedures, best practices, guidelines, and tools for monitoring and evaluation. S/he must have demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standard.

Requirements

* Must have at least 10-15years’ experience in international public health, with at least three years working in USAID HIV/AIDS project and at least 5 previous years’ experience of working in Monitoring, Evaluation, Accountability and Learning roles for USAID funded project.

  • With support from the Monitoring & Evaluation team support the M & E plan implementation within the Nutrition projects, ensuring this links to reporting requirements.
  • With support from the Accountability Lead ensure accountability is enforced in all project activities as well as ensuring that feedback from children and their families is considered in project design/implementation
  • Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

  • Identify learning and training opportunities for partner staff and communicate this to the Field manager or Lead NIE Adviser.

****MAIN RESPONSIBILITIES****

The post holder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below.

Programme Support (typically will be at field level):

§ Support field level technical assessments in coordination plan and organise OTP/SFP at designated distribution sites in liaison with Nutrition project Officer

§ Submit a weekly report of the tally of statistics for each site (one form per site per week)

§ Report any progress and any problems in a timely manner

§ Through liaison with the community outreach/nutrition workers, provide effective follow up of all cases – particularly: ensure the prompt tracing of children who are absent from the programme

§ Request specific children to be followed up as required (newly enrolled children, sick children, long stay children / children not gaining weight, children with social problems etc).

§ Liaise with the Community Mobilizer to ensure comprehensive community outreach and mobilisation, health education and treatment. Check that all messages to carers, community groups, leaders and authorities are consistent and fully understood.

§ Attend regular nutrition meetings and assist in any other tasks when required

§ Respect the dignity of the beneficiaries, carers and members of the community

  • Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

The purpose of this research work is to analyze the situation of ECCD programme opportunities for Afghan Children. The report will help to be the basis of a discussion paper for the planned national conference on ECCD.

SCOPE OF ROLE:

• To identify, assess and document ECCD provision in Afghanistan contexts in order to identify existing and potential ECCD interventions and their quality, ascertain existing gaps and suggest possible recommendations for further discussion by all stakeholders in a national conference.

It is expected that this exercise will involve the following key inputs:

• Literature review of all existing research and reports on ECCD in Afghanistan
• Identify existing ECCD provision in Afghanistan, encompassing community (non-formal), Government, INGO/NGO and private providers; identification to include:

  • Area of operation
  • Number of children (disaggregated) reached, by area
  • Type of ECCD activities
  • Budget and source of income (where possible)
    • Critical analysis of ECCD teaching resource and provision developed by CoU and currently implemented by Save the Children

• Mapping of ECCD provision throughout Afghanistan as compared to relevant population demographics (geospatial if possible)

Nigeria: Quality of Care for Mothers and Babies Consultant

Background and Introduction:

Save the Children in partnership with Unilever committed to make a real difference in the lives of women and newborn babies in Nigeria; by giving mothers the care they need, and babies the right start to a healthy life; one that they deserve. Through Unilever’s support over three years, Save the Children planned to improve the lives and health status of an estimated 435,000 mothers and their babies; 112,000 mothers and babies in 13 Health facilities across 6 LGAs in Jigawa state , and 323,000 mothers and babies in 27 facilities in 7 LGAs and LCDAs in Lagos state. The project also committed to build the capacity of 1,000 health care workers to provide quality health services and appropriate care to mothers and their babiesas well as increased awareness among mothers and access to quality maternal and newborn health services.

The Quality of Care project was designed and implemented by following an integrated approach; involving Ward Development Committee (WDCs), supporting target Primary Healthcare Centers as agreed with SMoHs to implement multiple advocacy strategies addressing MNH issues at their ward.. This approach was adopted to maximize local stakeholders’ involvement, contribution towards implementation of cost effective packages of proven MNH interventions along the continuum of care.

Purpose of the evaluation study:

This summative evaluation is commissioned by the Quality of Care project team of Save the Children. The purpose of this evaluation is to assess both the processes and outcomes of the project, collect robust evidence, document lessons learnt and best practices to inform future planning, strategy and practice of Save the Children, leadership of SMoH and other relevant bodies. To this end Save the Children plans to present the findings of the evaluation in a dissemination workshop for major stakeholders including local government decision makers and feed into future strategy particularly as it relates to scle up of QoC approach in the 2 states and in Nigeria as a whole.

Specific Objectives

More specifically, this evaluation will explore the following key evaluation questions and develop recommendations based on the findings:

  1. To what extent did the project meet its stated objectives (Goal and Outcomes indicators) and demonstrated the effectiveness of the approach of Quality of Care contributing to improved health for mothers and newborn babies and technical strengths of the programme overall?
  2. Document project achievements and lessons learned as well as best practices and identify underlying factors (i.e. what worked well and why and what did not work and why).
  3. A comprehensive assessment of the effectiveness of the pilot post natal home visits using CHEWS to provide services to beneficiaries in their homes.
  4. Recommend improvements for the longer-term strategies on QoC focusing on project management, achieving quality, accountability and to replicate similar approach in other states in Nigeria. What should have been done differently to achieve more effectiveness, efficiency, Sustainability and impact?

EVALUATION CRITERIA:

Following evaluation criteria is based on the OECD-DAC principles for evaluation of development assistance; the following questions will be used to undertake the evaluation study. Final evaluation report will be expected to respond all questions mentioned below.

Relevance

· To what extent were the objectives of the Quality of Care project valid in response to the needs of the community in the project target areas?

· Were the planned programme activities and outputs consistent with the progress on overall goal and objectives?

· Were the planned programme activities and outputs consistent with the intended impacts and effects on the improved healthcare for mothers and babies at the time of birth & Immediate Post-Partum Period?

Effectiveness\*:*

  • To what extent were the objectives achieved likely to be achieved by the end of the project and also identify the underlying reasons leading to achievements and key bottlenecks that contributed to delays?
  • To what extent did the quality of care project cause changes to the practices of health workers and women that are known to reduce neonatal and maternal mortality? What factors were responsible for these changes?

· How effective was the advocacy strategy to influence the MoH’s decision to step up regulations for the private sector, what is the evidence to demonstrate project contribution?

· How effective was the use of text messaging to convey key educational messages on maternal and newborn health?

· What was the effect generated by incorporating reflective practice into supportive supervision of health facilities?

· What were the key lasting changes achieved by the Quality of Care project particularly for Mothers and Babies at the Time of Birth & Immediate Post-Partum Period

· Did the training of health workers lead to changes in practice and improvement in the quality of care they provided, what evidence do we have and what evidence can we gather to demonstrate this?

Coherence:

· To what extent have our interventions been coordinated with the efforts of different stakeholders including WDCs/CDCc?

· What internal coordination problems did project team face and how was it addressed?

· What was the project level biggest achievement to demonstrate effective coordination? How can we improve coordination if Quality of Care project mobilize further resources?

Sustainability

· To what extent will the benefits of the Quality of Care project for beneficiaries continue after the project funding ceases?

· To what extent will the government stakeholders be able to continue with implementation of the project activities in Lagos and Jigawa and do they have the funding and resources or other partners to enable continuity of activities.

Methodology

The lead consultant will develop the evaluation methodology in collaboration with the MNH Advisors for Lagos & Jigawa State the MEAL Advisor and MNH and M and E advisors from SCUK. The lead evaluator or team will be expected to write an inception report following review of existing literature and gaps where they explicitly propose an evaluation methodology. Such a methodology should define an appropriate sample size and specify mechanisms that will be adopted to avoid selection bias. The evaluation should meet the principles of participation of involving children and adults and making sure that men and women are representative in the data collection. As a minimum, the evaluation process will include the following key steps:

1.Secondary data review: Review of relevant literature related to the Quality of Care Project, this includes; the baseline health facility assessment report, project annual reports, project inception report, project monitoring data Barrier Analysis, Referral Study, Facility Assessment, Community Based Study of Neonatal Mortality in Lagos, and the report of the ongoing pilot for provision of postnatal home visits

Draft inception reportwith summary of literature review and detailed evaluation study design including application of appropriate data collection tools (e.g. questionnaire, checklist etc) for Interviews and discussions with stakeholders including Save the Children staff. Field Data Collection by using -Quantitative and Qualitative methods will be used (Including FGDs and KIIs) with appropriate groups/individuals including beneficiaries, health workers, WDC/CDC members, policy makers and government officials at LGA and State level.

3a. Health Facility Assessment using similar research methodology as baseline assessment including observation of service provision in health facilities, assessments of equipment, commodities and infrastructure.

2.4. To review the current status of MNCH related policies and strategies as outlined in the project logframe, as compared to their status at the inception of the project e.g. Child Health Policy and the IMNCH strategy.

3.5. To ensure that all outcome indicators in the project log frame are assessed.

1.EXPECTED DELIVERABLES AND COMPLETION DATES:

Evaluation Study will be conducted between July 10, 2015 – 15 August 2015

The evaluation will follow the key phases:

Phase 1- Desk study: Review of documentation and elaboration of field

Study [3day]

The lead consultant/evaluation team will review relevant documentation. Based on this review; they will produce an inception report which will include an elaborate plan, methodology and sampling strategy of the data collection for evaluation study. The evaluation will only proceed to the next stage upon approval of this inception report. An appropriate inception report format will be made available to the team as part of this TOR.

Phase II: Field Data Collection [7-10 days]

This phase of the evaluation will seek to collect primary data on the key evaluation questions explained under evaluation criteria. The team will use the agreed plan, methodology and sampling strategy from phase 1 to conduct the field work.

Phase III – Data analysis and production of draft evaluation report [5days]

The team will draw out key issues in relation to evaluation questions and produce a comprehensive report.

OUTPUT AND DELIVERABLES

The following specific outputs are expected –

(i) An Inception report

(ii)A draft evaluation report

(iii) A Final draft evaluation report including country case studies and recommendations to Save the Children for future use of the same or alternative solutions to achieve the objectives.

(iv) Data sets (SPSS, Excel) – for all collected data (quantitative and qualitative). Qualitative data should be transcribed for future use by Save the Children Country Program. The data sets should be in an appropriate format (SPSS, Excel, and Word) and will be submitted together with the final evaluation report

(v) PowerPoint presentation, summarizing the key findings from the evaluation submitted together with the final evaluation report

INCEPTION REPORT

The evaluation team is expected to submit an inception report after 3 working days of commencing this evaluation. The purpose of this report is to detail the appropriateness and robust methodology to be employed. The inception report provides the organization and the evaluators with an opportunity to verify that they share the same understanding about the evaluation and clarify any misunderstanding at the outset. The report should reflect the team’s review of literature and the gaps that the field work will fill. Field work will only commence once this report has been reviewed and agreed with the designated representatives (consortium) of the Stakeholders.

DRAFT REPORT

The draft evaluation report must be submitted to the MEAL Advisor and QoC team no later than eleven days (11) after the field study**.** The report should conform to a reporting format which will be made available to the consultant on signing the contract.

FINAL REPORT

The final report of the evaluation on the suggested format, after integration of the various comment made, must be submitted by the second week after draft report is submitted and feedback received.The evaluation report is an exclusive property of the Save the Children should not be released without prior authorization. The final report will be available through Save the Children and will also be circulated to the country Program.

DATA SETS

The evaluation team will be expected to submit complete data sets (in SPSS/Access/ Excel) of all the quantitative data as well as the original transcribed qualitative data gathered during the exercise. These data sets should be provided at the time of submission of the final report

SUMMARY FINDINGS

On submission of the final report, the team is expected to submit a PowerPoint presentation (maximum 12 slides), summarizing the methodology, challenges faced, key findings under each of the evaluation criteria and main recommendations.

SUGGESTED REPORT FORMAT

Detailed guidelines on how to structure the evaluation report will be provided to the evaluation team prior to commencement of the activity. The team should conform to this format

PERSON SPECIFICATION:

Essential

· A lead expert in the field of maternal and newborn health, and research in Nigeria.

· Demonstrate competency in maternal and newborn health programming.

· A minimum of 10 years’ experience in administering surveys, conducting qualitative and quantitative analysis, collecting data and producing quality baseline and end line reports preferably for international non-profit organizations.

· Minimum education: Higher degrees in social sciences, public health, statistics or epidemiology.

· Knowledge of mixed methods design.

· Strong qualitative data analysis expertise required.

· Demonstrated analytical, communication and report-writing skills.

The role:

As a member of the Senior Management Team (SMT) in the Sierra Leone Country Office, the Director of Human Resources shares in the overall responsibility for the direction and coordination of the Country Office (CO), supporting the Country Director and other members of the SMT on the best use of Save the Children's resources. He/she is accountable to the Country Director for ensuring that the team has the appropriate human resources to enable the CO to deliver programmes for children, within the parameters of available funding.

This role provides management, leadership and capacity building and is responsible for ensuring sound HR practices.

Qualifications and experience:

Essential

  • Degree in Business Administration, Human Resources or other relevant field;
  • Ten to fifteen years of progressively responsible experience managing human resources teams as well as overseeing administrative functions. Experience in an international environment would be an advantage;
  • Experience of and well developed skills in staff management and supervision. Proven strong coaching and capacity building skills.
  • Awareness of good HR practice in relation to child safeguarding
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure

  • Proven track record of active contribution to a senior management team, and providing strategic (direction and support) across the field offices.

Signature Programme Director– Rwanda Programme

PURPOSE OF POSITION:

The Signature Programme Director is accountable for maintaining overall leadership, coordination and oversight to the Rwanda Education Signature Programme, which is a $ 11,000,000 Programme over 5 years. The Education Signature Programme focus is the provision of a continuum of services for children aged 0 – 9 with the aim to support early grade literacy. As a member of the Rwanda Country Office Senior Management Team in Rwanda, the Signature Programme Director is responsible for overseeing the implementation of a high quality, innovative programme and monitoring the quality of its implementation. This includes ultimate oversight of the management of the Gicumbi sub office, with departmental oversight remaining with the relevant heads of department.

KEY AREAS OF ACCOUNTABILITY:

As a member of the Senior Management Team, contribute to:

· Leadership of the Rwanda Country Office by participating in the provision of strategic vision and direction to the Save the Children Rwanda program

· Support the development of an organisational culture that reflects our dual mandate and values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors

· Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to programme needs

· Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs

· Ensure Rwanda Country Office complies with all Save the Children Essential Standards and Quality Framework

· Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office

Leadership:

· Provide strategic vision, direction and leadership to a complex signature programme worth approx $ 11,000,000 over 5 years;

· Supervise the SP managers to ensure delivery of agreed upon objectives;

· Ensure detailed implementation plans for each of the components of the signature programme are in place and on track;

· Provide oversight on the Signature Programme expenditures to ensure they are on track;

· With the support of the Programme Director, support on the design of cost effective, innovative and high quality proposals which will contribute to the expansion of the signature programme;

Programme Quality:

· Provide technical support and advice to the Education Signature Programme managers through routine communication, joint coordination meetings and reviews;

· Ensure regular liaison with SC Members’ technical advisers to timely request for well-coordinated inputs and support;

· Initiate and coordinate capacity building activities for key Signature programme staff, including identifying external training opportunities, and organizing peer learning groups and seminars;

· Develop forms and tools to assist project staff to deliver a good quality programme;

· Review and ensure finalization of internal and external reports, provide feedback and suggestions of improvements to relevant colleagues;

· Be part of Save the Children’s regional and global Education networks and providing strategic input to regional and global thinking on Education on an as needed basis.

MEAL and Knowledge Management

· In collaboration with the Programme Director, provide guidance and oversight for the Senior M&E Specialist in the monitoring and review of the implementation of Signature Programme to ensure consistent high quality and coherence;

· Support monitoring and evaluation mechanisms to ensure that project baselines, mid-term and final evaluations are timely carried out, that results are disseminated internally and externally and actions to improve programme delivery taken;

· In collaboration with the Senior M&E Specialist, maintain a robust collaboration with research partners and university institutions and oversee the implementation of a Randomized Control Trial;

· Present the Signature programme overall progress, strategies, learning and good practices in SMT meetings;

· With support from project implementation staff take the learning from existing programme to inform new project/programme design.

Partnership

· Seek for external support to conduct partners’ assessments, capacity development plans and ensure SCI partnership policies are fulfilled prior entering sub-agreements with partners;

· Directly or through external consultants support the capacity development of partner organizations – as per their development plan;

· Conduct regular meetings with partners to ensure experience sharing and that adequate support is provided throughout programme implementation.

· Provide guidance and support for partners’ implementation, including MEAL.

Advocacy and external representation

• Support the development of Education advocacy priorities and strategies for Rwanda – in collaboration with advocacy technical advisers at SC Member Offices.

• Support policy impact and change, in particular co-ordinating the relationship with the Ministry of Education and Rwanda Education Board and the Rwanda Education NGO Coordination Platform.

• Maintain close relationship with RENCP and lead the RENCP ECD working group.

• Actively contribute to the ECD task force, the Rwanda Reads working group and other working groups as related to the Signature programme. Staff Management, Mentorship, and Development – Signature Programme

• Ensure appropriate staffing within the Signature Programme team;

• Ensure that all staff understand and are able to perform their role if called upon to support in an emergency

• Manage Programme team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly;

• Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff;

• Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up;

• Oversee that all technical sector staff proactively build and maintain technical skills and competencies required for leading and/or advising first class programs – both development and emergency programs;

• Manage the performance of all staff in the Programme work area through:

• Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

• Coaching, mentoring and other developmental opportunities;

• Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans

• Recognition and rewards for outstanding performance;
