The PPM Head of Finance is responsible for managing the financial activities of the PPM contract(s) and providing financial reports to the Global Fund and internal stakeholders. This position ensures that the project uses effective project information and tracking systems including financial and contractual data and other information.
Specific Responsibilities

  • Direct the financial activities of the PPM contract(s) including annual or other periodic budgeting process. Ensure that project budgets are appropriately developed and managed.
  • Direct the invoicing, reconciliation and cash management activities of the project.
  • Provide senior PPM and PFSCM management with advice on the financial implications of business activities.
  • Work with MIS and Accounting Units to develop and monitor financial forecasting systems for PPM activities. Develop reports and conduct financial analysis of revenue projections, expenditures against budgets/revenue for both internal and external clients.
  • Coordinate ERP, MIS and online systems to ensure operations support and provide financial information to clients.
  • Implement risk management procedures and policies.
  • Supervise the PPM Finance team in managing order financial processes, documenting cost assumptions, monitoring spending against budget, developing unit budgets and tracking unit expenditures and generating client account statements.
  • Ensure prompt, secure payment to vendors. Manage insurance of goods to destination. Ensure a timely order closeout and final invoice process.
  • Coordinate client and partner contracting/subcontracting with PFSCM Contracts Unit Manager.
  • Work with PFSCM Director Finance & Administration to ensure that cross-project systems are properly maintained and compatible.
  • Ensure that effective internal controls are in place and ensure compliance with GAAP and applicable Federal, state and local regulatory laws and client rules for financial management.
  • Other duties as assigned.

  • BA/BS degree in Finance, Accounting or a relevant field. MBA and/or CPA highly desirable.

  • 8+ years of financial management experience working with donor-funded development contracts, international projects or commercial supply chain organizations.

  • 5+ years of demonstrated managerial and leadership experience.

  • Demonstrated experience in financial operations management required with a high level of motivation and demonstrated aptitude in problem solving financial and transactional analysis, with a strong attention to detail.

  • Ability to handle multiple assignments on a timely basis with a high degree of accuracy is essential.

  • Motivated to work independently and complete responsibilities with little supervision, yet work well in a team oriented culture.

  • Ability to coordinate activities and projects across functional lines and working through issues with a structured approach is required.

  • Strong PC skills including MS Word, Excel, Access, PowerPoint and Google Mail required.

  • Experience with BI Tool, ERP implementation or financial management / accounting software preferred.

  • Must be able to effectively and professionally communicate across all levels both written and verbally, as well as proven experience working with people remotely - across distance, time zones, and cultures.

  • Must be authorized to work in the United States of America and available for occasional international travel.

The role

The Business Development Manager is responsible for the development of fundraising strategies for the country office and for coordinating and/or leading all the proposal development processes. Recognising that many business development opportunities involve a review or update of current interventions, s/he will be expected to communicate closely with the Program Operations teams.

Qualifications and experience

Essential

  • Minimum six years of experience with a master's degree or eight years' experience with a bachelor's degree, in an NGO or similar environment, including experience developing programs for children in both emergency and development contexts.
  • Preferred degree in program or NGO management, development studies, or related field.
  • Solid experience in more than one of the Save the Children priority sectors: Education, WASH, FS/L, Child Protection, Child Rights Governance, in development and emergencies
  • Practical experience and successful track record in writing and leading proposals for a variety of donors, particularly USAID, DFID, private sector foundations, UNICEF, and EU/ECHO.
  • Good knowledge of the development and emergency donor environment and expectations in Iraq preferred, with solid experience cultivating positive relationships with donors and managing partners during proposal processes.
  • Good knowledge of the landscape of implementing partners and government structures in Iraq preferred.
  • Proven experience in developing local partnerships for projects.
  • Familiarity with project design methods and tools (including assessments, logical frameworks, and work planning) and strong appreciation for innovation and partnership as part of project development.
  • Good analytical skills, effective negotiator, with proven ability to positively influence cross departmental and cross sector working.
  • Experience with developing capacity building tools and coaching teams.
  • Strong results orientation, with ability to meet deadlines and produce high-quality products.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures including with different Save the Children members.
  • Ability and willingness to dramatically change work practices and hours, and work with incoming proposal development teams to meet deadlines.

Purpose of the Consultancy

The purpose of the consultancy is to develop the DRR/DRM modules and review the existing curriculum and integrating the DRR/DRM key messages in to the existing curriculum, this follows with the few guidelines are:

  • Remotely support national consultant to conduct meetings with the subject experts (Languages, Science and Social Sciences from grade 1-6 (total of 15 books) and review what they've reviewed already in these text books and suggest key DRR[1] messages to include in the standard school curriculum;

    1 Develop 15 DRR modules for text books in full consultation with the curriculum department to secure buy-in; 2 Develop Facilitator, SMC Guidelines and School Improvement/Development Plan format 3 Develop a teacher training package on the new materials and train the master trainers 4 The developed DRR modules and revised text books will be piloted in Jawzjan province in the phase two of this action with the aim of getting the modules endorsed for use across the country.

Objectives and Results:

  • Principle Objective

To increase the resilience of schools in the face of natural hazards in order to ensure uninterrupted access to education and school safety for children

Specific Objectives

  • To support the Afghan government to develop and implement curricula and systems to prepare for and respond to risks and hazards affecting schools throughout the country.

Result 1: Pillar 3 of the Comprehensive School Safety Framework (CSSF) - Risk Reduction and Resilience education is operationalized and tested in partnership with MoE in Afghanistan through the integration of DRR into school text books and training materials.

Result 2: Pillar 2 of the Comprehensive School Safety Framework - School Disaster Management - is operationalized and tested in partnership with the Ministry of Education in Afghanistan through training and capacity building of MoE Officials at national and province level to train School Management Committees (SMCs).

Result 3: Effective guidelines and practices for the promotion and coordination of DRR within the education sector are approved by the Ministry of Education for country wide implementation.

Deliverables:

The consultancy exercise will take 30 working days which will be taken on throughout the month of February-March 2016. The revised school curriculum with DRR modules, Teacher training package, Facilitator, SMC Guidelines, School Development Plan format and training of master trainers will be expected in the third and fourth week of March.

The following are the expected deliverables from the consultancy;

  • A work plan to be submitted by the consultant within three days of signing the contract including the tools to be used in the work. A draft of the work plan and consultancy instruments such as questionnaires and interview guides will first be reviewed and agreed upon together with project staff team prior to the preparation of final versions to be used.
  • Presentation of initial findings to Save the Children management
  • The final product will be presented in soft copy
  • All reports and documents are to be submitted to Save the Children Contact point persons and will remain the property of Save the Children.

Budget and Payment Schedule:

The total time requirement for the consultancy including travel for the consultant will be a maximum of 30 days at a maximum estimated cost in USD to be proposed by the consultant.

Payments will be released based on following schedule and submission

40% of Reviewing the School Curriculum and Develop 15 DRR Modules

40% of Develop Teacher Training Package, Facilitator, SMC Guidelines, School Development Plan format and Train the Master Trainers

10% of Payment following to endorsement of both documents from SC and MoE

All costs related to the work including consultancy fee will be covered by Save the Children.

The consulting firm/consultant will submit a proposal comprising of the following;

  • Technical proposal of not more than 10 pages. The technical proposal should indicate how the consultant is going to undertake all the activities highlighted in the TOR.
  • Up to three pages CV with along with two to three page capability statement
  • Financial budget with explanation about the line items
  • Provide a brief outline of at least 3 previous engagements of a similar nature showing how the assignments were similar to this one and what the outcomes were. Include one contact person (reference) for each assignment.

The role

The role holder shares the overall responsibility for the leadership, direction and coordination of the program across the European Refugees and Migrants Crisis response that Save the Children has launched in the Balkans, focusing on all technical thematic areas.

As a member of the subregional Roving Response Team (RRT) the role holder will work closely with all country response teams providing technical support and guidance throughout the development and implementation of the emergency programme ensuring that a unified, coherent approach is being used across our many countries of operation and that Save the Children is known and valued for its signature programs across the region. He/she will also be responsible for overseeing the development and resource mobilization of high quality, innovative multi-country programs that deliver immediate and lasting change for children on the move and monitor the quality of the implementation of those programs.

In addition the role holder will also support the response teams in developing the capacity of the partners and s/he will also have a lead role in the development and implementation of the Child Safeguarding system. The role holder will closely coordinate with the Regional Office PDQ team (incl. MEAL, partnerships, technical advisors etc.), Regional Office (RO) Awards team, technical backstops from across the Membership and others.

Qualifications and experience

Essential:

  • Minimum of 10 years' experience in an NGO environment, including experience directing and coordinating programs both emergency and development contexts
  • Demonstrated leadership and management skills in a complex international setting
  • Significant experience leading strategic planning and in programme design and proposal development
  • Experience in more than one of the Save the Children priority sectors: education; child protection; child rights governance; health and nutrition; food security and livelihoods;
  • Strong understanding of different methodologies of monitoring and evaluation and operational research and experience in developing integrated MEAL systems
  • Ability to effectively establish a learning culture within an organisation
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors, government counterparts and local NGOs
  • Strong representation and influencing skills
  • Experience of management of diverse workforce including effective performance management and utilisation of capacity building, coaching, and mentoring skills

The role

The Regional Award Management Implementation Manager will provide support to, and management of, the organisation wide programme to implement change across the full award process (from opportunity identification to close out), for the Country Offices in the West and Central Africa region. This will entail coordination with teams at Centre, Regional and Country Offices as well as engaging with Save the Children members.

The post holder will be responsible for implementing change that will ensure effective and high functioning structures; that systems and processes are implemented across the Country Offices to manage the contributions, both cash and gifts in kind, that the organization receives to deliver programs for children. This supports program quality, donor compliance, and accountability to all stakeholders, including our beneficiaries.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

Qualifications and experience

  • Experience of working in country and/or field offices of an international NGO, with very strong understanding of their operational frameworks and challenges.
  • Demonstrated knowledge and experience of award (grant) management, portfolio management and donor compliance at a significant scale.
  • Outstanding interpersonal and communication skills, with the ability to influence and lead a diverse network of stakeholders across a range of levels in a global organisation.
  • Demonstrated ability to solve complex problems, from clearly articulated conceptual analysis through to delivery of practical solutions on the ground.

1Coordonnateur de projet basé à Kédougou

Sous la Supervision du Directeur des Opérations, le Coordonnateur de projet basé à Kédougou assurera la promotion des droits de l’enfant, en particulier dans le domaine prioritaire de l’enfance. Le titulaire du poste se chargera de la supervision d’un ou de plusieurs projets de Save the Children et des partenaires liés à la thématique de la protection de l’enfance, incluant le plaidoyer et la présentation à la riposte humanitaire, en assurant un grand impact, une mise en œuvre de qualité et une conformité stricte avec les procédures de Save the Children et celles des bailleurs. Il/Elle effectuera La gestion de la planification et du développement opérationnel d'un ou plusieurs projets sur la protection de l'enfance pour le bureau Sénégal, en collaboration avec le Directeur des Opérations.

Il/elle aura les tâches suivantes :

· Contrôler, gérer le budget du projet Protection de l’Enfant dans la Région de Kédougou ;

· Assurer une collaboration efficace avec les partenaires sur la Protection de l’Enfance et garantir la mise en œuvre de qualité des programmes et des rapports du projet au bailleur.

· Maintenir un plan de mise en œuvre détaillé et à jour, un tableau de suivi des indicateurs, un plan de Suivi & Evaluation, un cadre logique et s’assurer qu’ils reflètent d’éventuels progrès et changements intervenus dans le projet.

· Consolider les rapports des différents partenaires dans un rapport de projet trimestriel, sur la base du format approuvé.

· Représenter Save the Children International auprès des autorités locales et dans les différentes instances de coordination.

· Coordonner le Suivi & Evaluation du projet

· Identifier les partenaires potentiels sur la base de méthodes de sélection documentées et assurer que les partenaires respectent les procédures de Save the Children et les exigences du bailleur ;

· Superviser les programmes existants mis en œuvre par les partenaires et s’assurer que les partenaires clés sont impliqués dans les projets de Protection de l’Enfance, le plaidoyer et les activités de riposte d’urgence ;

· Entreprendre des visites régulières de terrain des projets menés par les partenaires pour assurer que leur mise en œuvre est conforme aux accords de partenariat; et que les partenaires reçoivent les orientations nécessaires, les retours et appui durant toute les phases du cycle du projet ;

· Assurer une évaluation régulière du partenaire et s’assurer que le développement des capacités et les stratégies de clôture de projet sont en place pour les partenaires travaillant dans les programmes de Protection de l’Enfance.

· Procéder au suivi mensuel du budget, en assurant que l’analyse des variances reflète les dépenses réelles, en conformité avec le cycle du budget;

· Suivre les décaissements des sous subventions en assurant que les budgets sont dépensés sur la base des accords contractuels ;

· Assurer la délivrance des rapports financiers dans les délais, informer le bureau de tout écart entre les dépenses réelles et celles prévues et prendre des actions correctives en conformité avec les lignes directrices des bailleurs;

· Mettre en place des mécanismes de contrôle adéquats pour réduire les risques en général et en particulier la fraude.

· Responsable de la gestion des subventions du projet de protection de l’enfance incluant :

o La participation au Développement de proposition;

o La mise en œuvre (gestion sous subventions s’il y a lieu)

o Le reportage dans les délais, en conformité avec les exigences du bailleur et de Save the Children

o La participation à la clôture.

· Assurer une bonne gestion de la documentation du projet et son classement et la production de rapports en Français et en Anglais.

· Représenter Save the Children dans les médias pour des questions relatives à la Protection de l’Enfance, s’il ya lieu ;

· Adhérer à la Politique de défense de l’enfant et au Code de Conduite de Save the Children.

1 Chargé de Plaidoyer en Santé

Sous la direction stratégique du Directeur des opérations et sous la supervision directe du Coordonnateur Santé, le Chargé de Plaidoyer en santé, qui sera basé à Fatick, sera responsable de la mise en œuvre de la composante Plaidoyer du Programme de santé tel que décrit par la proposition du projet GSK et les lignes directrices de bureau, à la fois en situation de non-urgence et en situation d'urgence pour le Bureau de pays Sénégal.

L’objectif de son poste consistera à promouvoir les droits de l’enfant, en particulier dans le domaine prioritaire de la santé ; gérer la composante Plaidoyer et communication du programme Santé de Save the Children dans le domaine prioritaire de la santé, en assurant le respect strict des exigences des bailleurs de fonds.

Il ou elle aura les tâches suivantes :

• Gérer les aspects techniques, administratifs et financiers de la composante Plaidoyer du programme santé pour le bureau Sénégal de Save the Children, sous la direction du Directeur des Opérations;

• Contribuer à l'orientation stratégique et à la planification de la composante Plaidoyer du programme santé GSK, pour le Bureau de pays Sénégal ;

• Contrôler et gérer le budget de la composante Plaidoyer du programme santé selon la gestion du bureau pays;

• Soutenir les partenaires, préparer et coordonner les activités de formation, et de Plaidoyer et assurer un développement de qualité et des programmes de formation adaptés;

• Soutenir les partenaires, coordonner et superviser la mise en œuvre des interventions Plaidoyer en incluant les campagnes et les audiences citoyennes ;

• Il/elle sera impliqué dans la gestion des subventions pour le programme santé selon la gestion du bureau. Ceci comprendra:

  • L'identification des opportunités

  • Le développement de propositions/proposals

  • Le développement de contrats

  • Effectuer des visites régulières sur le terrain, auprès des partenaires, pour assurer que la mise en œuvre du projet adhère aux accords de partenariat; et assurer que les partenaires reçoivent les instructions, l'assistance et les apports nécessaires à la planification, à la mise en œuvre, au suivi et à l'évaluation des activités Plaidoyer.

  • Suivi & Evaluation (y compris la collecte de données de base et la formulation des Annexes du CAR (AMT)

  • Faire le Reporting dans les délais, conformément aux exigences des bailleurs de fond et de Save the Children

• Suivre la gestion des performances et des processus de développement selon les lignes directrices de SCI;

• Soutenir les efforts pour collecter des fonds pour les programmes en santé;

• Coordonner et mettre en place un réseau avec d'autres acteurs dans le pays et la région;

Plaidoyer du projet Santé

• Analyser les politiques de santé, les enjeux et les opportunités pour les actions de plaidoyer au niveau national;

• Mettre en œuvre des actions de plaidoyer en faveur de SCI dans le cadre de la stratégie du bureau pays sur la santé des enfants;

• En collaboration avec le Responsable du Plaidoyer, contribuer au développement des activités de plaidoyer pour les partenaires et bénéficiaires du projet;

• Capitaliser le processus de plaidoyer pour la santé à travers rapports.

Qualifications et expériences requises

Essentiel

• Etre un professionnel de la santé ou avoir un Master en santé publique ou toute autre qualification pertinente

• Expérience avérée dans le Plaidoyer en lien avec la Santé

• Capacité à fournir des résultats par rapport aux objectifs, aux calendriers de rapports et plans de travail.

• Capacité à développer un réseau de contacts avec les principaux acteurs au niveau local et à maintenir ces relations au fil du temps.

• Bonnes aptitudes interpersonnelles et capacité à communiquer et à négocier clairement et efficacement à tous les niveaux. Le tact et la diplomatie sont indispensables.

• Une expérience avérée en matière de suivi et d'évaluation.

• Avoir une expérience de travail de terrain et de collaboration avec les communautés

Papua New Guinea: Sexual and Reproductive Health Advisor

About the role

Working with a strong and dedicated project team, and under the direct supervision of the Sexual and Reproductive Health (SRH) Program Manager, the SRH Advisor performs a vital role with responsibility for the overall quality assurance of the Poro Sapot Project focussing on key populations in Papua New Guinea.

The SRH Advisor will deliver high quality, client-responsive, evidence-based prevention and treatment project services, and institutionalise a learning culture within the Poro Sapot Program.

The SRH Advisor will be required to provide technical leadership to Save the Children in Papua New Guinea and support evidence-driven strategy refinement, intervention design, ongoing learning and quality improvements, and the strengthening of monitoring and evaluation systems including targeted data collection and operational research.

The SRH Advisor will contribute to proposal development, training/coaching, and liaising with donors and interagency coordination groups on Sexual Reproductive Health, HIV-AIDS, adolescent SRH and Gender Based Violence. The SRH Advisor will maintain a close working relationship with the HIV Advisor from Health and HIV Implementation Services Provider, PNG to ensure complementary effort.

To be successful in this role, you will:

  • Hold a Master’s degree in Public Health or other relevant field
  • Have 5+ years’ experience delivering technical (prevention and treatment) assistance to large, complex Sexual Reproductive Health and HIV-AIDS program targeting key populations with at least 2-3 years international experience in developing countries
  • Have experience implementing continuous quality improvement processes in the health sector
  • Have experience implementing participatory methodologies and operational research in health programming
  • Demonstrate cross-cultural sensitivity and gender awareness

The role

The role of the Communications and Campaigns Manager is to lead the communications and campaign team in implementing the following suite of critical country office strategies and plans: media and communications strategy, campaign strategies, advocacy and media engagement plans, digital and social media strategies, visibility and communications plans for programmes and Save the Children's brand roll-out. This includes Save the Children and its consortiums and fund management teams including Global Fund, Scaling Up Nutrition Civil Society Alliance (SUN CSA), Tat Lan and the Leveraging Essential Nutrition Actions to Reduce Malnutrition (LEARN).

The post-holder will manage the communications team and their workflow process, to ensure that all consortiums and programmes that fund this position are on track for the delivery of all communications materials. He/she will work closely with the Country Director and SMT to ensure common messaging and approach.

The post holder should be a dynamic team player who takes initiative to propose and follow through on new ideas, to raise the visibility of the organisation, celebrate success, promote campaigns and advocacy partnerships and develop innovative ways to communicate to target audiences. He/she should lead in media and communications in any emergency situation, to brand Save the Children as the leading aid agency for children, produce fundraising materials and to communicate the situation for children to donors and public supporters.

Qualifications and experience

  • At least 7 years experience in advertising, communications, media management, event management, marketing, public relations, or any related field. Experience of leading or implementing strategic campaigns or advocacy work. Overseas work experience is highly preferable. Experience of working in one or more of Save the Children's sectors an advantage.
  • Bachelor Degree in communications, arts, fine arts, or any related field. Overseas study experience is preferred.
  • Excellent English communications skills, both written and verbal. Myanmar language skills a definite asset.
  • Ability to express desired change and the role of advocacy in an inspiring and creative way.

The role

The Consortium Manager is responsible for ensuring effective coordination between Consortium partners. The role will coordinate technical and management staff at field level, as well as Yangon level programmes staff and Steering Committee. S/He will lead on developing systems and processes to ensure regular, joined-up and effective coordination and dissemination of information. They will be responsible for ensuring key issues are being raised from field level and that management and technical decisions are taken based on quality programme and management information, and follow up.

The Consortium Manager will play a key role in setting the strategic direction of a four partner, multi-phase WASH and Nutrition programme, totalling over 15m USD. This will include leading on proposal development, strategy processes, and driving joint advocacy initiatives with key stakeholders, ensuring these initiatives are informed by effective monitoring, evaluation and documentation of programme learning.

The Consortium Manager will coordinate and support production of submission of quality deliverables to the donor, including donor reports, proposals, assessments and evaluations. S/He will be responsible for ensuring effective grants and financial management systems are in place, with key controls. S/he will liaise closely with relevant local government authorities, INGOs, UN Agencies and donors.

Qualifications and experience:

  • Master's Degree in social Sciences, humanitarian assistance/international development or related field
  • 10 years of professional experience in development with a minimum of 5 years' experience in a leadership role in the implementation of projects
  • Substantial experience and knowledge of effective financial and budgetary control and of managing multi-million dollar grants.
  • Strong experience in managing Consortium programmes and understanding of institutional donor compliance

The role

The Humanitarian Head of Programme is a management role that provides leadership, vision and strategic direction to Save the Children's current humanitarian programmes in Rakhine, Chin, Magway, Kachin and Northern Shan as well to any new emergency responses. This role will also lead on preparedness and contingency planning activities for the humanitarian team, ensuring that staff are equipped with the skills and resources to respond to category 3 and 4 emergency responses. The Humanitarian Head of Programme will act as budget holder in emergency responses and provide oversight and leadership to the emergency response. In addition, the post holder will lead the development of a funding strategy and grant proposals for the humanitarian team, ensuring adequate resources are secured for humanitarian program activities from both grants and the funds of SC members.

The Humanitarian Head of Programme will support the field teams to ensure that programme planning and implementation is in line with SCI standards, ensuring donor compliance and accountability to beneficiaries, SCI staff and donors. This role is varied and demands someone who is flexible, willing to travel regularly, and able to work across teams in both Yangon and the field.

Qualifications and Experience

Essential

  • 5 years demonstrable management experience in humanitarian operations, including significant field operations experience emergency programs; experience running development programmes an asset
  • Master's degree in development, NGO management or other social sciences or equivalent work experience
  • Significant experience of NGO emergency program cycle management, including including field-level project implementation and working against logframes
  • Experience with program management of institutional donors projects (i.e., ECHO, EU, USAID, DFID, etc.) highly desired.
  • Significant financial and budget management experience, including the ability to train and mentor staff on project financial management; experience as a budget holder
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management.

The role

As a member of the South East and East Asia Regional Senior Leadership team, you will have accountability for Save the Children's international development and emergency programming in Vietnam, with a budget of approximately 6 million, and a staff of over 80 staff.

Political and economic reforms have recently moved Vietnam from lower to middle income status ushering remarkable progress in reducing poverty. However despite this record progress, economic inequality by geography and ethnic group and their negative impact on child rights and exclusion issues, remains at the top of government priorities. As CD Vietnam, you will work with the Save the Children movement more widely as a member of the regional leadership team, and in partnership with the 30 independent Save the Children members.

Qualifications and Experience

  • Experience of building, leading and developing a team of senior staff with different backgrounds and expertise
  • Experience of managing a crisis situation requiring quick changes to priorities and rapid action to respond
  • Experience of leading change in an organisation which has led to considerable results for the organisation and its stakeholders
  • Experience of building personal networks at a senior level, resulting in securing new opportunities for the organisation
