The East African Regional Office is responsible for 7 countries in East Africa, including Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan and Ethiopia, with a current staff complement of approximately 3500 staff, and current expenditure of approximately $200 million each year.

Save the Children East Africa Regional Office (EARO) is looking to recruit for a position of The Inventory Management Software Expert

KEY AREAS OF ACCOUNTABILITY:

The post holder would been asked to go through a training process at SCI Centre in London, with the TIM support team (3 days); in order for her/him to have full understanding of all software’s functionality.

Preparation’s phase:

· Develop training material in both English and French

· With the support of the Regional Head of Logistics, identify countries with the higher needs

· Accordingly, prepare a training schedule in collaboration with country offices

Implementation:

· Organize a workshop in all countries with relevant stakeholder

· Identify a “TIM champion” in each country and provide extra training to her/him, including a support/implementation visit to their warehouses

· Advise and develop with country offices on implementation strategies

· In collaboration with Country Logistics Manager and Operations director, identify potential gaps or needs (i.e.: IT equipment, IT trainings …) and accordingly funding options.

· Develop with the Country Logistics Manager and the TIM champion, an action plan with clear activities and deadlines; including a reporting schedule

· Provide a comprehensive report to the country Operations Director and the Regional head of logistics.

Monitoring and support

· Be the focal point for the region and consolidate reports

· Report to the region and centre stakeholders on progress or issues

· Ensure that each country offices are following their action plans and report in a timely manner.

QUALIFICATIONS AND EXPERIENCE:

· Recommended a minimum of 2 years management experience in a corporate or an NGO environment, including field operations experience

· Robust experience of warehousing and inventory procedures and processes

  • Knowledge of international humanitarian systems, institutions and donors, and of procedures.
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Excellent IT skills
  • Fluency in written and spoken English and French
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

The Role:

To support Save the Children Iraq Child Protection program implementation in Dohuk, Erbil and Kirkuk Field Offices, by offering services which would lead to effective and timely delivery. The specific objectives of this consultancy are;

1 Capacity building of field based Child Protection teams on Child Protection

1 Capacity building of Implentating partners in implementation CP activities. 2 Rolling out of Child Resilience Programming and putting case management and referral system in place.

Qualification & Experience:

Essential:

  • Graduate Degree in the area of relevant social studies
  • Minimum 10 years of international working experience in Child Protection
  • Strong and demonstrated field experience with operational perspective of complex Child Protection Programming
  • Previous experience in delivering and facilitating CP ToT trainings.
  • Knowledge and experience of working in diverse environments over complex issues
  • Understanding of the Iraq and practical work experience in Middle East is preferable.
  • Excellent oral and written English communication skills. Excellent English writing skills.
  • Participatory and interactive approach to the consultancy work.
  • Demonstrated effective interpersonal skills.
  • The capacity to effectively communicate in a group through interpreters.

Desirable

  • Language skills in Arabic or Kurdish
  • Experience or knowledge of working and living in Middle East

Qualifications and experience

Terms of Reference

Title of the Input Visit: Support to Universal Basic Education Commission System Strengthening towards SBMC Replication in Nigeria.

Dates of the Input Visit: 01/07/15 – 30th July 2016 (45 days)

Background

The Education Sector Support Programme in Nigeria (ESSPIN) is a six year DFID programme of education development assistance and is a part of a suite of programmes aimed at improvements in governance and the delivery of basic services. ESSPIN’s aim is to have a sustainable impact upon the way in which government in Nigeria delivers education services and is directed at enabling institutions to bring about systemic change in the education system, leveraging Nigerian resources in support of State and Federal Education Sector Plans and building capacity for sustainability. As a support programme, it is attempting to work through existing government structures on the supply side of education and to effect change from within. It is also attempting to stimulate demand for higher quality education services. It is currently operating in six States (Kano, Kaduna, Kwara, Jigawa, Lagos and Enugu) and at the Federal level.

A critical component of the community demand component of ESSPIN will be partnerships federal agency – the Universal Basic Education Commission and Six states on the development of a functional SBMCs supporting school governance. Supported by the civil society and social mobilization officers at the state levels to activate, train, monitor and mentor SBMCs to mobilize demand for quality education services, and articulating demand for voice and accountability along with addressing issues of access and exclusion/equity. There are now over 10,000 SBMCs activated in addition to federal level replication nationwide. UBEC are now in the process of supporting states to undertake training and provide mentoring supports through it master trainers of which ESSPIN is providing technical assistance. This consultancy will technically support the UBEC and assigned states in replicating the SBMC model as well as states on roll out to more schools using government resources. It will also support UBEC in the development of a reporting framework for collation, analysis and reporting of its replication work nationwide.

Objective of the consultancy

The main thrust of this consultancy is to consolidate on SBM development supporting UBEC and ESSPIN supported states in consolidating and deepening work around community engagement and learner participation as government commit its resources to scale up the model.

Specific Tasks of Consultancy

The Consultant will:

  1. Develop and agree a Workplan for the assignment with ESSPIN Lead Specialist, Community Engagement and Learner Participation;
  2. Provide professional inputs and technical support to UBEC Social Mobilization Department and relevant departments to build the capacity of a cadre of UBEC mater trainers supporting states national replication;
  3. Support UBEC Social Mobilization Department to develop a framework for learning and evidence for documenting key progress and challenges on SBMC replication; looking at what works and why? And what is not working and why?;
  4. Provide technical support to states SUBEBs in Kano on SBM development supporting Social mobilization department and key master trainers;
  5. Work with other consultants to support UBEC mentoring and monitoring capacity development process;
  6. Write and submit progress report and a final report in ESSPIN format; and
  7. Participate in consultants meeting as appropriate.

Outputs

  1. End-of-Consultancy report in the standard ESSPIN consultancy report format.
  2. Agreed capacity development training materials on mentoring and monitoring training plan
  3. A framework for capturing learning and evidence on UBEC replication
  4. Consultancy report in ESSPIN format

Institutional Arrangements

The assignment is proposed to take place between 01**/03/15 – July, 2016**,this assumes a 45 contractual days. The lead consultant will take responsibility for coordinating and for finalizing the workshop report. S/he will report to the Lead Specialist Community Engagement and Learner Participation, and will receive technical support from the CSO Task Leader and Lead Specialist, UBEC Social Mobilization Department, ESSPIN Access and Equity and Community School Interaction Specialists at state levels.

The consultant will undertake this assignment in Abuja and assigned states and will require that S/he work with CSOs and ESSPIN State teams. The consultants will develop a programme for the work schedule upon agreement with LS. The report will be the responsibility of the consultant based on assigned task/responsibilities. The consultant will agree to travel to assigned ESSPIN supported states within the Nigeria.

Activities (including itinerary)

Reporting

A consultancy report is due immediately on completion of the assignment All reports must use the prescribed ESSPIN reporting template and formatting styles. (NB all ESSPIN reports are potentially public documents for wide circulation and should be written with due sensitivity).

Competencies

Qualifications/experience

  1. A postgraduate qualification in education, social development or its equivalent in research development.
  2. Extensive practical experience of community interactions and school development management structures in developing countries.
  3. Experience of providing professional and technical inputs in development assistance programmes/projects.

Knowledge

  1. Practical knowledge of educational development issues in Nigeria and other countries.
  2. In-depth knowledge and experience of current international literature on school Based management and governance.
  3. Knowledge of Nigerian Government and parastatal structures and systems.
  4. Experience of School Based Management Committees initiatives in resource poor environments in developing countries (essential), preferably in Nigeria (desirable)

Abilities

  1. Ability to communicate appropriately with clients and stakeholders and to elicit reliable information.
  2. Ability to inspire colleagues and to act as member of a team.
  3. Ability to design and facilitate/implement an investigation into the outcomes and effectiveness of school based management committees.
  4. Ability to design and facilitate participative and interactive workshops

Background

The Education Sector Support Programme in Nigeria (ESSPIN), funded by UKaid from the Department for International Development, aims to have a sustainable impact upon the way in which government in Nigeria delivers education services. It is directed at enabling institutions to bring about systemic change in the education system, leveraging Nigerian resources in support of State and Federal Education Sector Plans and building capacity to continuously improve education access, equity and quality. After six years (2008-2014) of implementation as part of a suite of DFID programmes to support better governance and the delivery of basic services, ESSPIN has been extended for two and half years (August 2014-January 2017) based on evidence of its cost-effectiveness in supporting basic education reform anchored on a School Improvement Programme (SIP) pilot and rollout in the six focus states of Kano, Kaduna, Kwara, Jigawa, Lagos and Enugu and support to the federal level.

In the extension period, the programme is continuing support to consolidate and deepen basic education reforms and improve on the results of the SIP in enhancing school management and governance, inclusiveness of schools, teaching quality, pupil attendance and learning outcomes in its six partner states. Where requested, ESSPIN will also continue engaging at the Federal level with support for the establishment and implementation of national systems for Education Management Information Systems (EMIS), Quality Assurance (QA), Monitoring of Learning Achievements (MLA) and School-Based Management (SBM) to enhance school quality improvement nationwide. ESSPIN actively collaborates with other programmes to support basic education delivery.

Community Engagement in School Improvement

Under the community engagement component of ESSPIN, the aims are to strengthen mechanisms for accountability through increased capacity of communities and civil society to support schools and effectively articulate demand for inclusive, quality basic education services. ESSPIN has focused on the establishment and functioning of School Based Management Committees (SBMCs) as the main vehicle for strengthening the capacity of communities to support schools and articulate demand for better quality, inclusive education. The work specifically aims to:

· Increase the availability of information on education quality and inclusion at the school and community level.

· Enhance community participation (including women and children) in school governance and the preparation and implementation of school development plans.

· Improve linkages between communities and civil society in making demands for better quality, inclusive education.

· Strengthen government response to the demands made by communities and civil society.

Objectives of the consultancy

The main thrust of this consultancy is to consolidate on SBM development supporting UBEC and ESSPIN supported states in consolidating and deepening work around community engagement and learner participation as government commit its resources to scale up the model.

Tasks

The Consultant will:

  1. Develop and agree a Workplan for the assignment with ESSPIN Lead Specialist, Community Engagement and Learner Participation;

  5. Work with other consultants to support UBEC mentoring and monitoring capacity development process
  6. Provide technical support to UBEC forthcoming National Conference on SBMC

Outputs

Institutional/administrative arrangements

The assignment is proposed to take place between 01/08/15 – 30 July, 2016. The lead consultant will take responsibility for coordinating, supporting all related documentations. He will report to the Lead Specialist Community Engagement and Learner Participation, and will receive technical support from the CSO Task Leader and Lead Specialist, and ESSPIN Access and Equity and Community School Interaction Specialists at state levels.

The consultant will undertake this assignment in Abuja,Lagos, Kano and Kwara states and will require that He work with ESSPIN State teams and partners. The consultants will develop a programme for the work schedule upon agreement with LS. The assignment report will be the responsibility of the consultant based on assigned task/responsibilities.

Required competencies for Self-Assessment consultant

Qualifications/experience

  1. A minimum of a degree-level qualification in a relevant area.
  2. Extensive experience in community mobilization and School-based management for school improvement.
  3. Experience of providing professional inputs in development assistance programmes.
  4. Experience of working with Nigerian government officials and MDAs with proven results.

Knowledge

  1. Practical knowledge of educational development issues in Nigeria.
  2. In-depth knowledge of current international practices on engagement of communities and non-state actors to support school improvement.
  3. Knowledge of Nigerian Government structures, systems and protocols.

Abilities

  1. Ability to engage constructively with Nigeria government MDAs and achieve targeted results.
  2. Possession of inter-personal skills and the ability to deploy them as and when necessary.
  3. Ability to provide constructive guidance and feedback to other professionals.

The aim of this consultancy is to support the elaboration and testing of cross-cutting issues manual as part of the overall improvement of program quality.

  1. Purpose : Since 2002, Save the Children Senegal Country Office (SC Senegal CO) has been implementing programs focusing on child protection, child rights governance, education and health through a wide range of local civil society organizations and governmental partners. In line with the overarching strategy of Save the Children International, projects implemented in Senegal also embed global organizational practices such as the essential standards that are critical to ensure a sustainable impact and demonstrable quality in interventions. Similarly, programs also uphold and reflect a set of principles and themes (Accountability, child participation, gender, MEAL and children, disability, child safeguarding) that need to streamlined across all its activities. Although applied in varying degrees, country annual reports and evaluation findings indicate the use of these principles as basics of good-quality programming practice. However, cognizant of the complexity of our operational model coupled with the limited technical capacity of most of the partners, there is an increasing need to ensure a systematic integration of these themes in the ways of doing. Although SCI has already invested on quality documentation, language, cultural adaptability and complexity stood as barriers to the effective roll-out of these tools in Senegal. Building the technical and organizational capacity of the local partners will be the cornerstone of this exercise to achieve the intended impact. In light of this situation, this manual intends to bring together practical and tested guidance, exercises and illustrations from the SCI network and local partners harnessing the following important advantages:
  2. Improving the quality of our programme design and implementation, making our work more relevant
  3. Effectively build the technical capacity of our staff and stakeholders
  4. Improving our relationship with and acceptance by the communities, helping us to move towards a true partnership with communities and local partners
  5. Reducing the risk of harm to children and other beneficiaries that may be unintentionally caused by our interventions
  6. Demonstrating to our donors that we are able to deliver on quality processes such as accountability in program design and implementation
  7. Mission : Based in Dakar and under the supervision of the Director of Program Implementation, the Consultant will: • Review existing tools and manuals developed by SCI and any relevant tools/approaches developed by the partners • Facilitate a series of discussions to gauge current practice, knowledge, needs and perception of staff, partners and beneficiaries • Consolidate the findings into a learning report • Review and adapt pertinent and relevant modules focusing on key cross-cutting issues • Facilitate the peer review of the various modules • Incorporate findings into final document
  8. Deliverables : • Cross-cutting Issues Manual • Feedback session presentation
  9. Qualifications and experiences required : • Relevant professional experience, including experience in M&E. • Very good knowledge and practice of at least one of the cross-cutting issues. • Good organizational skills, the ability to pay close attention to detail and capable of reporting in a timely manner. • A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends and to visit field sites. • Previous experience with child rights-based programming would be an asset. • Excellent interpersonal skills and the ability to interact well with people of all backgrounds, excellent relationship building skills. • Commitment to and understanding of Save the Children’s aims, values and principles. • Spoken and written English and French.

Senior Officer Livelihoods (1) position) - Kasese

Job Purpose:

Reporting to the Manager Youth in Action, the job holder is responsible for providing ongoing capacity support and coordination of the project partners with project planning, implementation, monitoring & evaluation and reporting. The Job Holder will take responsibility for support of the livelihoods Project to promote livelihoods and youth entrepreneurship. ROLE PURPOSE:

This is a regional role covering Save the Children International’s work in the East and Southern Africa Region. The post-holder will be part of a team that has a shared objective of improving program quality in the region. The purpose of the role is to contribute to the development of a strong sustainable culture and practice of Monitoring, Evaluation, Accountability and Learning in countries across the region. It is expected that this role will enable and significantly accelerate rollout of SC MEAL approach and procedures, ensuring cross-learning among projects, creating systems for accountability to beneficiaries, donors and other stakeholders, and to build capacity of MEAL staff.

· Diverse and complex problem-solving: requiring professional knowledge, field experience in multi-thematic programming as well as an understanding of development and humanitarian work

SCI Kosovo will capitalize on achievements of the South Caucasus IDRR DipECHO Action: preschool children oriented material developed in Georgia and disability focused interactive set of material developed in Armenia will be adapted to Kosovo. In order to further ‘enrich’ the set of education tools, SCI Kosovo will continue developing DRR materials which ensure full participation of children.

Through this assignment, SCI Kosovo seeks to develop a DRR manual and training module to be used for training of school staff, children and community.

1. Background

Save the Children Myanmar (SCM) is seeking a consultant to conduct a baseline study as part of a Save the Children Norway (SCN) funded programme which is a 4 year multi-sector programme of Child Protection (CP), Child Rights Governance (CRG) and Education. The baseline study has been split over two consultancies (one focusing on CP/CRG and one on Education). This ToR is for the components of the baseline related to CP and CRG.

The UN Convention on the Rights of the Child was ratified by Myanmar in 1991, yet its implementation is insufficient, awareness of child rights and knowledge of the Child Law are very low and resource allocation to address children’s issues is lacking[1]. Children in Myanmar face some of the worst poverty in Asia, and families in both urban and rural areas are resorting to coping mechanisms that undermine children’s protection. The multitude of protection risks that children in Myanmar face include neglect, trafficking, exploitative and harmful labour (including commercial sexual exploitation), recruitment into armed forces, internal displacement and migration, sexual abuse and physical punishment and violence.

The programme is built on the key recommendations from the Concluding Observations released in March 2013, which highlighted the need to focus on bringing in line current legislation with the CRC, improving the implementation of the co-ordination on child rights between different ministries and independent monitoring of child rights by Government and non-government authorities and through a strengthened Human Rights Commission that has a child focal point.

Child Protection

The objective of the CP component is to ensure “The protective environment for children in target areas is improved through quality prevention and response activities” with the following outcome;

Outcome 1: Prevention:Civil society and non-government organizations in Myanmar are improving the protective environment by changing public attitudes and practices

Child Rights Governance

The objective of the CRG component is to ensure “Children in Myanmar have their rights fulfilled, through state accountability and strengthened civil society” with the following outcomes;

Outcome 1: Strengthening the national child rights system:Systems and institutions for monitoring and implementing children’s rights are strengthened and better coordinated on township, district and national level.

Outcome 2: Child Rights by Monitoring: Both governmental and non-governmental entities are collecting data and information about the child rights situation on a regular basis to inform policies, plans, budget allocations and both state- and supplementary reporting on UNCRC and Universal Periodic Report (UPR)

Outcome 3: Strengthening Civil Society: Through their strengthened capacity, civil society and non-government organizations at all levels in Myanmar are effectively promoting children’s rights.

2. Objectives of the Study

The objectives of the study are to;

  1. Produce information against defined indicators (for the relevant component) on the current status of programme components
  2. Ensure all indicators, both quantitative and qualitative are specifically responded to, as well as producing an overall narrative against the outcomes, and cross-outcome analysis produced in the final report
  3. Provide clear recommendations for each sector on how programme interventions can be modified or improved (within the limitations of the budget and project scope as detailed in the proposal)

3. Proposed Methodology

The methodology is developed based on internal Save the Children requirements, results framework and taking into consideration practical resource and budgetary constraints (More details are provided in the SCN baseline manual, Programme Results Framework and MEAL plan which will be provided to the consultant for review).

The outcome indicators for the project are as follows, for which the study is expected to provide specific information – both numerical and qualitative;

Child Protection:

  • % of communities in which children perceive as being safe and protected in their community environment
  • % of prevention and response interventions meeting quality standards
  • # policy or legislative changes to improve children’s protection rights in line with the Child protection Initiative (CPI) priority area of Physical and Humiliating Punishment

Child Rights Governance:

  • # of policy or legislative changes to institutionalize children’s rights has taken place with the support of Save the Children
  • # of Township Child Rights Committee (TCRCS) active and functioning in project areas
  • # Child-informed supplementary reports are being prepared or have been submitted by civil society partners and children’s networks supported by or partnering with Save the Children
  • # of coalitions for children’s rights supported by Save the Children and partners have demonstrated influence

Tools:

All above indicators have been defined by SCM teams in the MEAL plan to which the tools must adhere to; most indicators also have their own internal tools. As these indicators use internal systems to Save the Children, relevant tools will be provided to the consultant for review, adaptation and finalization. The consultant may use other tools as appropriate. An annex is included which details some of the existing tools.

In addition to reviewing and finalizing the tools, the consultant will be expected to conduct a document review in response to the policy indicators, including documents related to past policy change progress that Save the Children in Myanamar has engaged in.

Geographical scope and sampling:

The CP and CRG teams and their partners will be undertaking the data collection for those indicators that require field level consultation. As such it will be necessary to train teams on the tools, methods and skills of ethical data collection. The number of villages and locations for field level data collection are as follows;

Although 6 townships and 30 villages is the total of the intervention, villages in Magway will not commence work until year 3. Given this, only the first four townships have been considered for the sampling frame which is 16. Given the smaller size, 80% of villages have been selected for the sample and allocated equally – which will be randomly selected.

4. Consultant Responsibilities and Deliverables

The approximate duration of consultant requirement from the 27th July to 17th September 2015.

5. Responsibilities of Save the Children

Save the children will provide;

  • Documents: Project Proposal, Logical Framework, MEAL plan, Baseline Report suggested format, Guidelines for Save the Children Global Indicators, Current versions of available tools, Material for desk review, Save the Children Norway baseline manual
  • Orientation: An introduction to the project, documents and expectations
  • Logistical requirements: Transport and accommodation will be provided. However, meal costs will need to be covered by the consultant’s own expenses as per diems will not be provided by Save the Children
  • Resource support: Save the children will provide staff for data collection. The specific numbers will be discussed during the planning session with the consultant.

Save the children will discuss with the consultant at the time of the orientation on frequency of meetings to discuss progress.

1. Background

Save the Children is conducting a baseline study as part of Save the Children Norway and Finland funded programmes which focus on Literacy, Quality of Learning Environment and Policy outcomes for early grade children.

  • Save the Children Norway funded Programme (consists of Basic Education components only)
  • Save the Children Finland funded “The Best Start: improved early learning opportunities for marginalized children in Myanmar” (consists of both Basic Education and ECCD components)

Both projects are to be implemented in separate locations, however the approach and structure of the programme is very similar. In general, a brief description of the Education components of both programmes are as follows (as described in the proposal of Save the Children Finland Proposal where the basic education components are applicable to both);

Component 1: Early Childhood Care and Development (ECCD) - The key elements of this component include working with parents and caregivers to support their child’s education and create a literate environment, supporting communities to provide high quality ECCD services, and developing a cadre of well-trained caregivers and a positive environment for child development and early learning. This also supports the emergent literacy capacities in young children, which will be further developed by the KG component of this project.

Component 2: Transitions to pre-primary and primary education Save the Children will work in partnership with the Ministry of Education at all levels in the rollout of the Kindergarten Year. In addition to working at the village level, in cooperation with Township Education Office a Model Classroom Resource Centre (MCRC) will be established in each Township, which will serve as a focal place for Kindergarten Year activities. This will ensure that there is support to all villages across the township and the MCRCs will provide opportunity for demonstration classes, learning, research, material development, mentoring and peer support.

Component 3: Policy and Advocacy on ECCD and KG across both Components 1 and 2. In order for the ECCD approach to be sustainable and have a strong foundation, Save the Children works with communities in target townships as well as civil society partners. These activities are complemented by advocacy, networking and national level activities, including Information sharing and networking among partners including the private sector. To contribute to the optimum effectiveness of the “Kindergarten Year” SC will cooperate with MoE and education authorities at national and state/regional levels in the formulation of policy and guidance, research and competence building for core staff and support in establishing needed structure for inclusive education.

The goal of these programmes is to ensure “Improved learning and development of children in early grades” with the following outcomes;

Outcome 1 - Access: Children’s early learning and development is supported by increased access to ECCD services and the new Foundation Year of Basic Education for children aged 5 years

Outcome 2 - Quality and Learning Outcomes: The quality of Foundation Class and ECCD learning environments have improved in all SC supported schools and learning outcomes for all early Grade children in target villages have improved.

Outcome 3 - Policy engagement: National policies, practice and implementation is increasingly based on child rights and child centrered approaches in National education sector planning and programming processes

The expected baseline study is to focus on the Education component for the above 3 outcomes.

Policy:

  • # of national mechanisms where Save the Children participates actively
  • Contribution by Save the Children to National mechanism on Education Sector Planning (for example, Joint Education Sector Working Group, Development Partner Group, Education Thematic Working Group, National Task Forces and Technical Working Groups)

These indicators are based on internal systems of Save the Children, therefore data collection and entry will be undertaken by Save the Children teams using standard tools. The consultant is involved only in analyzing and compiling the information for the report for these two indicators.

Tools:

As some of the indicators use internal systems to Save the Children, relevant tools will be provided to the consultant for review, adaptation and finalization. The consultant may use other tools as appropriate. An annex is included which details some of the existing tools and responsibilities for collecting information.

In addition to reviewing and finalizing the tools, the consultant will be expected to conduct a document review in response to the policy indicators, including documents related to past policy change progress that Save the Children in Myanamar has engaged in.

Geographical scope and sampling:

Covers 8 Regions/States, 10 Townships, 407 intervention schools/ECCDs and 132 sampled villages

Sampling:

The sample has been decided on a 10% Margin of Error and 90% confidence level as recommended by Save the Children Norway. This has been allocated proportionately to all townships and are to be randomly selected once the list of school names are selected.

For the literacy component - application of the Early Grade Reading Assessment (EGRA) toolkit and critical thinking tests, requires a sampling of not less than 400 students. The proposed sampling method involves selecting 50% of children selected from each Grade 2 classroom, who will undertake the tests required in EGRA.

ECCDs are not yet constructed and will be set up as part of the programme; Save the Children will collect information on general caregiver practices through discussions with parents of children aged 3-5 years, alongside the other indicators (marked * above) which will be collected by Save the Children teams.

Save the Children is one of the six (6) European international NGOs permitted by government to operate under DPRK and EU cooperation. Save the Children – DPRK Programme is locally known as European Union Programme Support Unit 2 (EUPS Unit 2). The operation of all EUPS Units is being coordinated by Korean European Cooperation Coordination Agency (KECCA), established under the Ministry of Foreign Affairs (MoFA). All our staffs are seconded from government. Save the Children has the main office in Pyongyang, the capital of DPRK inside the diplomatic compound. All accommodations of expatriate staff are within the same compound with facilities considered as modest but with steady supply of electricity and water and access to internet and telephone. The security situation in the country under SCI category is low risk. Staffs are allowed to visit the project sites at least twice a month for duration of 5 working days per visit. Implementation of project activities are done in partnership with local authority and local government agencies, they provide the technical staff for implementation of field activities and the project normally support capacity building and supplies and materials needed in implementation of agreed project activities.

ROLE PURPOSE:

The purpose of this post is to provide technical and management support in the implementation of the anticipated DRR Project – “Advancing Safe School and Community (ASSAC)” to be funded by German Federal Foreign Office (FFO), technical support for the implementation of DRR component of Sida 2015 Humanitarian project and to assist Save Children – DPRK Programme strengthen its emergency response capacity including developing project concept for funding by Save the Children members.

ASSIGNMENT PERIOD:12 months spread over 2 years

SCOPE OF ROLE:

Dimensions: The post holder will work closely with Programme Director to assume responsibilities for ASSAC Project management and development, technical and management support in project implementation, project coordination, financial management and procurement, capacity building of seconded staff and local partners and representation. In addition, the post holder will provide technical input in developing the strategic direction of emergency response component of the country programme.

Staff directly reporting to this post:SCI is locally known in DPRK as European Union Programme Support Unit 2 (EUPS Unit 2) and operates under the umbrella called Korean European Cooperation Coordination Agency (KECCA). The role

The CRG (Child Rights Governance) program Advisor will manage the technical part of Save the Children's CRG program in Niger, under the supervision of the Director of programs quality and development.

The incumbent's responsibilities include supervision of assessments, update and implementation of the CRG program strategy; ensure the technical supervision of the program and the staff, writing proposals, reports and evaluation of programs.

The person will also be responsible of representing Save the Children at the national level to coordinate with the Government and other partners, including civil society, and conducting advocacy.
