OVERALL RESPONSIBILITIES

This position will be responsible for all technical direction, ensuring that staffing is aligned with the project’s vision, goals, and plans to achieve results. With guidance and support of the Chief of Party (COP), the DCOP/TD will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project technical areas and units to improve supply chain systems for commodity security, logistics, and regulation (covering policy; leadership, management and governance; health workforce development and institutional capacity strengthening; data collection, analysis and use for decision-making; and strengthening emergency preparedness and response capacity). The DCOP/TD will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to USAID and other stakeholders we serve, including but not limited to high-quality documentation of project successes and lessons learned for local and international audiences, as well as quarterly and annual reports.

SPECIFIC ACCOUNTABILITY

  • Provide technical leadership for the project and ensure the efficient implementation of project activities and the timely reporting of those activities and coordination with MSH headquarters.
  • Support coordination and collaboration with partners, donors, USAID country Mission, in-country counterparts and stakeholders, particularly the Ministry of Health and Family Welfare (MOHFW).
  • Serve as a member of the project leadership team, working in close collaboration with its members to ensure coordinated and effective operational support for the project.
  • With the Finance & Administration Director, adapt and implement management systems with standard operating procedures to administer all activities funded by the contract.
  • With the Monitoring, Evaluation & Learning (MEL) Director, promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Bangladesh, as well as the support team members at headquarters.
  • Ensure effective communication and coordination is established and maintained with the relevant MSH headquarters staff.
  • When appropriate, serve as Acting COP.
  • Advise the COP in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.
  • The DCOP/TD will set direction and coordinate annual workplan development, implementation, and review. S/he will ensure alignment with national and donor strategies. The DCOP/TD will identify opportunities for integrated planning and implementation creating synergies between various program areas.
  • The DCOP/TD shall guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.
  • Contribute actively to sharing and documenting knowledge, achievements, and learnings internally and externally.

QUALIFICATIONS

  • An advanced degree at the master’s level or above in social science, public health, or other appropriate area is required.
  • A minimum of 7+ years of progressively responsible, related experience in implementing supply chain-related projects at the national and regional levels.
  • Prior experience and success with similarly sized complex donor-funded health projects in Bangladesh, preferably with USAID-funded projects.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
  • At least 6 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USAID regulations, administrative procedures in the implementation of donor assisted projects, and MEL frameworks.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Strong communication skills, including written and oral presentations, in English is required.

OVERALL RESPONSIBILITIES

The DFA reports to the Chief of Party (COP) and works as part of the project leadership team to provide high-level financial management and operations leadership, contract and subcontract management support. They oversee financial and operational functions to support the timely and effective implementation of the project’s technical scope of work. They provide counsel to help project leadership ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The DFA will liaise with the project leadership team, local partners, USAID, and MSH’s headquarters regarding any aspects of program implementation, contractual, risk management, cost share, governance and all other matters related to finance and administration. They will work as part of the project leadership team to ensure that all expenditures, payment, procurement, vehicle management are carried out in accordance with USAID and MSH standards and regulations. The DFA provides authoritative leadership on all budget, expenditure monitoring, financial reporting and contract matters to ensure timely and effective implementation of the program's activities in Bangladesh.

The DFA will oversee the financial management for the project. This includes oversight of procurement, logistics, human resources, accounting and finance, assets and records, as well as any grants or construction that might be required by the project. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID. They will ensure funds expended are compliant with USG regulations and policies. They will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award. Specific areas of accountability will include:

SPECIFIC ACCOUNTABILITY

Financial Management:

  • Lead the program annual budget development process that includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
  • Maintain systems for program budget monitoring and tracking that include financial and contractual data. Provide routine pipeline analyses to the COP and USAID. Also, provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  • Responsible for coordination of contract management activities. Work with project staff, the home office, and partners to draft, manage and monitor implementation of contracts. Provide routine progress reports to the project management team.
  • Serves as a local office lead with MSH headquarters for preparation of budgets and budget amendments to be submitted to USAID.
  • Monitor adjustments to the annual budget whenever required.
  • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
  • Review purchase orders and confer with team leader for approval, prior to issuance of the purchase orders for program procurement of commercial goods and services within agreed upon thresholds.
  • Ensure all project staff is trained on USAID Rules and Regulations and compliance with the contract.

Administration:

  • Ensure project actions are governed by the highest standards of personal and business conduct as stipulated in policy guidelines.
  • Collaborate with the COP to (a) ensure that project activities and management operations are implemented as per MSH Mission, values, and policies, and standard operating procedures, and local laws and regulations, and (b) to safeguard MSH's reputation - Financial, Contractual and political integrity.
  • Support the COP in the management of the project, aligning staff, systems, and other resources with the annual work plan and budget to provide timely, cost effective, responsive, and high-quality operations and administrative support within local laws and available resources, and in an environment with adequate internal controls, adhering to contracts regulations, MSH Policies, and standard operating procedures.
  • Ensure timely submission of administrative and financial reports to the team leader and corporate operations office as required.
  • Provide administrative supervision to the project specific support staff and be accountable for their performance management (including regular results, check-ins, formal appraisals, supportive supervision, rewards, training, coaching and carrier development support).
  • In liaison with the other members of the project leadership team, coordinate execution of internal/external financial, operations, and program reviews or audits, and ensure timely follow up to review or audit conclusions and recommendations.
  • Ensure that all costs, including staff level of effort, are charged are appropriately charged against the various project activities.
  • Participate in project risk register development and implementation and take proactive steps to mitigate risks within operational functions.
  • Take responsibility for risk management and good governance.

QUALIFICATIONS

  • Master’s degree in business administration, finance, and accounting or other relevant discipline or equivalent experience.
  • Minimum of 7+ years of experience managing, in increasing roles of responsibility, finance, operations, procurement, contracts management, construction, logistics and/or human resource related matters for complex international development activities of a similar dollar value.
  • Significant experience with USAID-funded projects preferably in Bangladesh, with a thorough knowledge of USAID financial reporting and compliance requirements.
  • Strong leadership, mentoring, management, planning, analytical and organizational skills demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
  • Proven leadership and capacity in negotiation and conflict management.
  • Demonstrated experience to provide financial and management technical assistance to organizations and conduct capacity strengthening trainings.
  • Excellent analytical, oral and written communication skills with fluency in English.
  • Proficient computer skills, including being highly skilled in MS Excel.
  • Ability to travel.

OVERALL RESPONSIBILITIES

The MEL Director will oversee the monitoring, evaluation, and learning system for reporting progress and ensuring availability and use of quality data for adaptive management and maintain reporting procedures and guidelines in compliance with USAID systems. The MEL Director will be expected to develop a strong MEL system and plan consistent with the USAID-driven project results framework, preside over a project-level learning agenda, coordinate the collection of data including conducting field visits for data validation, monitor the quality of data sets, contribute to the adaptive management of the program, oversee the development, maintenance and use of the project technical information management system, and document project performance against established outputs and indicators. This individual will also be responsible for building the capacity of the Bangladesh Ministry of Health and Family Welfare (MOHFW) and other stakeholders in the collection, utilization, and dissemination of data to inform programmatic decision-making, as well as ensuring that all monitoring and data collection activities are harmonized, and information is shared. The MEL Director will also assist the MOHFW to monitor programs and assess the robustness of interventions to improve supply chain systems.

SPECIFIC ACCOUNTABILITY

  • Design and implement the Project’s MEL system, including the development of learning agenda, indicators, monitoring project progress against targets, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  • Provide technical inputs to the implementation team to help develop program goals and objectives as well as MEL tools and strategies and provide monitoring data to strategically inform the decisions on project management and future direction to the project, for enhanced adaptive management.
  • Oversee the development, maintenance and use of the project technical information management system, and its interoperability with the national health information management system. Support the MOHFW to develop a health sector MEL framework, and monitor health system strengthening interventions.
  • Provide regularly updated reports on the status of implementation against the project goals and objectives to the Chief of Party, USAID and other program managers as required.
  • Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation and design a system for capturing lessons learned and best practices.
  • Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

QUALIFICATIONS

  • Advanced degree in a relevant discipline.
  • At least 7+ years of demonstrated experience designing, implementing, and managing monitoring and evaluation activities and operational research for complex programs in Bangladesh, including developing performance monitoring plans that track performance as sub-results/results and by funding stream.
  • Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
  • MEL experience in the health sector required, and MEL experience in supply chain management and forecasting information systems is preferred.
  • Demonstrated experience leading and building the capacity of MEL officers, including remote, field-based staff, to meet program needs and deliverables is desired.
  • Extraordinary organizational, verbal and written communication and presentation skills in English to manage project communications and disseminate project information are required.
  • Excellent skills in software for warehousing and visualizing data such as DHIS2, PowerBI, and statistical analysis software such as STATA, SAS, or R
  • Experience with USAID programs/projects strongly preferred.

The Opportunity

Role Purpose:

The Regional Change & Deployment Manager is a role sitting within the Change and Deployment Team that has been created to deliver a number of high priority projects implementing new systems and business processes across Save the Children International (SCI)’s 55 country offices.

The Regional Change Manager has responsibility for managing the change & deployment activities for these priority projects across a number of locations. They are responsible for ensuring all key office stakeholders understand the C&D methodology and its application, facilitating and supporting the offices with each project rollout and consolidation, ensuring active office engagement and ownership to achieve a successful implementation.

For 2024/25 the role will be responsible for completing change and deployment activities relating to the implementation of a new operating model for Save the Children as well as the automation of key business processes such as cash and voucher assistance.

This will include supporting a designated portfolio of country offices across the ESA (East & Southern Africa) and WCA (West & Central Africa) regions. At least 40% of the time is expected to be spent travelling to support country offices.

EXPERIENCE AND SKILLS

Essential

  • Demonstrated experience and capability of leading, facilitating and influencing change and the delivery of major projects affecting business processes and systems in the field
  • Proven ability to work in a large complex and highly networked matrix organisation and influence through ‘soft power’
  • Previous experience of, and highly effective in, the guiding and coaching of others towards successful delivery

Summary

Save the Children is seeking a Chief of Party (COP) for an anticipated five-year FY2024 Food for Progress (FFPr) program funded by the United States Department of Agriculture (USDA). The FFPr program helps developing countries and emerging democracies modernize and strengthen their agricultural sectors. This project is expected to build the capacity to work with the federal, provincial, and local government authorities to support efficient agriculture standards and practices throughout the value chain.

Through the FFPr program, USDA will continue its work in improving agricultural productivity and trade by assisting farmers to increase their income through diversification, stronger market linkages, and adoption of exceptional agricultural practices. The overall goal is to address agricultural development through improvements in the relevant value chain by 1) incorporating climate-smart technologies, 2) improving end-market linkages and income for farmers, 3) increasing access to finance for farmers to expand trade of agricultural products, and 4) strengthen the public and private sector markets.

This senior leadership position will provide overall strategic direction in the design, management, implementation, and overall quality assurance of the project. The COP will collaborate closely with relevant government line ministries and other critical partners to provide high-level support for effective cooperation at the national and local levels. The COP will oversee a team of technical experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities, and ensure the program is compliant with USDA and Save the Children’s regulations. The COP is ultimately accountable for quality and timely program implementation based on an effective and adaptive management approach and constructive relationships with a range of stakeholders and consortium members. The position will be based in Sri Lanka.

This position is contingent upon donor approval.

What You’ll Be Doing (Essential Duties)

  • Lead the management of the program in line with USDA guidelines to achieve project objectives.
  • Lead overall program planning, putting in place team structures, technical and operational approaches, infrastructure, monitoring, and evaluation (M&E), and feedback loops required for program delivery and success.
  • Lead partnerships within the program consortium, as well as with external stakeholders as needed, to foster the teamwork required for program success.
  • Represent the program to donor officials, host government officials, partner representatives, local stakeholders, and team members.
  • Lead annual planning processes and associated donor resource requests, monitoring implementation progress as compared to these plans.
  • Ensure the quality of all program deliverables, inclusive of activities, outputs, documentation, and reporting.
  • Ensure sound program financial management, logistical and operational structures and management, and reporting.
  • Ensure compliance with donors, host government, and Save the Children policies and procedures.
  • Recruit, develop, and manage the program team, ensuring that adequate and appropriate capacity-building plans are in place and that human resources policies are appropriate for team retention and high performance.
  • Establish effective communication and coordination with USDA, government stakeholders, and the country office team.
  • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence.
  • Participate as part of the Country Office Senior Management team contributing to country strategic plans and reporting.

Required Qualifications

  • Post-graduate education (master’s or higher) in development studies, international relations, agriculture, nutrition, business administration, or a related field.
  • Minimum of seven years of experience with increasing management responsibility in international development projects in Sri Lanka or the region, including experience with adaptive management.
  • Proven leadership skills in managing projects of a similar size and scope in developing countries facing complex, volatile, and uncertain contexts.
  • Demonstrated experience in managing program implementation, financial reporting, reporting procedures and systems, and staff.
  • Experience in recruiting and strengthening the capacity of national program staff.
  • Familiarity with the social, political, economic, and cultural landscape of South Asia.
  • Ability to build and maintain relationships with host governments, donors, private sectors, and other stakeholders.
  • Proven success serving in a leadership role for a project addressing issues related to trade, nutrition, resilience, agriculture production and value chain development, natural resource management, livelihoods, or similar, preferably in South Asia.
  • Previous experience in market system development, agriculture growth, private sector engagement/partnership, and value chain traceability. In-depth knowledge of USDA’s Food for Progress (FFPr) approaches and regulations is required, and experience with USDA policies and regulations is preferred. Familiarity with food aid programming and logistics is a plus.
  • Prior experience as Chief of Party, Deputy Chief of Party, or Project Director for multi-sectoral US Government or USDA-funded projects in the field of agriculture, agribusiness, or similar field.
  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments is important.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Ability to implement the “Theory of Change” in project design, development, and implementation.
  • Professional proficiency in spoken and written English, and fluency in a language spoken in South Asia (Hindi, Urdu, Sinhala, Tamil, Bengali, etc.) is desired.

Role Purpose:

The holder of this position is responsible for providing strategic leadership and vision for the development and delivery of Save the Children’s global Centrality of Protection advocacy strategy in line with the One Humanitarian Team’s global strategy, the Humanitarian Advocacy Working Group’s advocacy priorities, as well as the Protected Breakthrough ambition and Live Free From Violence Global Goal. EXPERIENCE AND SKILLS

  • Significant policy experience within the field of protection, and a proven track record in successfully leading the development and implementation of advocacy strategies on an international level in an INGO.
  • Substantial (7+ years) experience in humanitarian advocacy and policy roles at country or regional levels
  • Demonstrable track record in policy development and influencing on humanitarian crises at the global, regional and/or national level
  • Long-term experience and proven track record in multilateral advocacy at global level and successful advocacy at country level on protection and humanitarian policy related issues
  • Demonstrated expertise in protection advocacy and related thematic areas

The Opportunity – Programme Manager.

Post location: West Bank Field Office- Ramallah

Contract Duration and Level of Effort: 2 years.

ROLE PURPOSE:

The Programme Manager (PM) is accountable for the effective leadership of staff within their Programme Unit, and responsible for the quality delivery of all assigned Projects ensuring they are delivered on time, within budget and with compliance. This includes oversight, coordination and support of implementing partners in line with SCI’s partnership principles and approaches.

The PM is required to manage the full project cycle in line with SCI’s Project Management Methodology (PMM), fairly assigning tasks within their Programme Unit to ensure that all project deliverables are completed, and compliance requirements are met. This includes clear and timely coordination with all internal and external stakeholders, and advanced escalation of anticipated risks and challenges to the appropriate management level.

The post holder is accountable for the accurate budgeting, forecasting, monitoring and reporting of programme costs for their assigned Projects, ensuring spending is delivered in line with forecasts and anticipated over-/underspends are reprogrammed in line with contingency plans.

In the event of a humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Area 1: Programme Identification and Design

Set-Up

Implementation

  • Ensure overall management and close supervision of assigned Projects, allocating tasks within the Programme Unit to ensure activities are delivered on time, within budget and with compliance.
  • Schedule and oversee regular field and partner visits amongst the Programme Unit to verify project activities are implemented with quality and according to design and targets.
  • Monitor Programme costs in Project budgets, ensuring spending is in line with forecasts and variances are identified and reprogrammed in good time.
  • Ensure safeguarding protocols are established and monitored, ensuring initiatives to strengthen safe programming.
  • Actively anticipate, analyse and mitigate Project risks, escalating where appropriate.
  • Ensure participation of children and communities, particularly those most vulnerable or at-risk, in all stages of the programme cycle, as safe and appropriate.
  • Build and maintain relationships with key stakeholders including: UN agencies, NGOs, relevant government departments and community based organizations, and ensure adequate information flow.
  • Ensure Projects are compliant with donor conditions, and SCI’s Policies and Procedures.

Project Close Out

  • Lead on the achievement of the exit and sustainability plan for Projects in partnership with key stakeholders
  • Lead project close out activities, including the disposal/handover of project assets in coordination with Supply Chain.
  • Lead the development of timely and high-quality reports, in coordination with PDQ and relevant staff from different functions. These should be concise, results-based and demonstrate progress against agreed indicators.

Advocacy, Campaigns, Communicatons & Media

  • Support the development and implementation of SC’s Advocacy Strategy, contributing operational and programmatic evidence where required to support campaigns.
  • Coordinate with ACCM team on the implementation of programmatic Advocacy, Campaigns, Communications and Media activities related to assigned Projects.

Key Area 3: Programme Learning and Adapting

  • Implement Programme monitoring activities in line with Project MEAL Plans and SCI Quality Benchmarks
  • Support MEAL with the implementation and monitoring of accountability mechanisms
  • Adapt Programmes in line with results, community feedback and changes in the operating environment.
  • Coordinate regularly with Technical Advisors/Specialists, adjusting approaches in line with their feedback on quality and design issues.
  • Document lessons learned, best practices and case studies at Project and Programme levels relevant to the post holder’s portfolio, and disseminate to relevant stakeholders, ensuring these are informing Programme adaptations and the design of new Projects.

Key Area 4: Staff management and development

  • Ensure that all staff fulfil their responsibilities according to their job description, and have clearly defined and SMART annual objectives that are regularly evaluated.
  • Ensure individual and Programme Unit work plans are developed and regularly updated
  • Fairly assign tasks across the Programme Unit, balancing work loads and monitoring stress.

  • Mentor and support implementing partners, delivering direct support and/or training as necessary.

Key Area 6: Emergency Preparedness and Response Management

  • Contribute to the development of SCI’s Emergency Preparedness Plan (EPP), and lead implementation of Preparedness Actions within the Programme Unit.
  • Ensure contingency plans are developed for each Project against the highest-rated risks as per the EPP. Ensure these plans are pre-agreed with management and relevant SC Members for swift activation.
  • Respond to emergencies in line with the Core Humanitarian Standard and under the direction of the appointed Response Team Leader, reassigning tasks as required within the Programme Unit.

The Solomon Islands Knowledge-Action-Sustainability for Resilient Villages (SOLKAS) Project is one of the largest locally-led adaptation projects globally, and one of the first with a strong focus on the education sector. Largely funded under the Green Climate Fund (GCF) with co-finance from the governments of Australia and New Zealand, it has been designed to reduce children, youth and communities’ exposure to climate hazards and build sustainable, resilient communities and livelihoods in the context of climate change.

Working with communities across six provinces, the project will strengthen resilience to climate change impacts by strengthening the capacities of national, subnational, and local governments, communities, and schools to understand, plan for and implement responses to the climate crisis.

Based in Honiara, the Program Quality and MEAL Manager will be responsible for overseeing, leading and advising on program quality in addition to developing and leading implementation of the project’s MEAL framework and strengthening the quality of the SOLKAS project.

· Lead and oversee the development and implementation of a project MEAL system according to Save the Children st andards and GCF requirements

The position is responsible for the implementation of an Integrated Education in Emergencies Project in multiple districts of Cabo Delgado province. The role holder is responsible for effective and high-quality planning, implementation, monitoring and reporting of the project, in close coordination with partner organisations. The project is implemented with a consortium with several international and local organizations, led by SCI. The project includes components of Education in Emergencies, First Line Response, Inclusion, Child Protection, Disaster Risk Reduction, rehabilitation and construction and WASH activities. The project manager will contribute towards programme design/refinement and external coordination with sectoral clusters/working groups, government ministries and departments, communities, donors and any other relevant stakeholder.

Role Dimension: The project is implemented in Cabo Delgado where a violent conflict is ongoing. The project is set out to be implemented across 7 different locations, some of the locations have challenges in regards to security situation and access. The project is implemented with a consortium alongside several international and local organizations and as such requires a high level of coordination and alignment from the role holder.

  • Demonstrate leadership within the consortium, externally and internally, in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities, advocacy, donor engagement and other relevant policies and procedures.

Accountability Assistant will work to put the children and communities we serve at the centre of our work through supporting the emergency response to integrate child-friendly, gender-sensitive, inclusive, accessible and appropriate accountability systems (including information sharing and Feedback and Reporting Mechanisms) and support child participation. The Accountability Assistant will work closely with the MEAL, Child Safeguarding, and programme teams to support accountability to children and communities.

  • Support the implementation of the Country Office Accountability to Children and Communities Framework.
  • Support data collection on, and analysis of, of information needs, appropriate and trusted information sharing approaches, and inclusive and accessible feedback and reporting channels, based on primary and/or secondary data, led by the MEAL Specialist
  • Ensure information about Save the Children (SC) and its partners (where relevant) as well as key programme outcomes and activities are shared with children and the wider community in appropriate, timely and accessible ways. This may involve developing information sharing materials such as posters, facilitating the development of “Frequently Asked Questions” documents, and helping programme implementation and child safeguarding teams to develop information sharing plans.
  • Support child and community participation processes across the programme cycle (including in needs analysis, design, implementation, monitoring and evaluation). This could involve facilitating/supporting child-friendly discussions, adult focus group discussions, community meetings, child or community committees and other approaches.
  • Support the development and roll-out of accessible and inclusive feedback and reporting channels, to enable Save the Children to receive feedback from children and adults. The channels will vary depending on context, but may include focus group discussions, surveys, helpdesks, hotlines, face-to-face feedback, social media, and other channels.
  • Ensure feedback is handled in line with the agreed Feedback Handling Standard Operating Procedure, and that feedback and responses are registered in Feedback Database. Quality assure the documentation of feedback (quality of data, categorisation, etc.).
  • In line with the Feedback Handling Standard Operating Procedure, receive and register feedback and their responses in Feedback Database. Make sure that feedback is logged in a professional and timely manner.
  • Refer feedback to the appropriate team, including rapid identification and referral of serious concerns such as those related to child safeguarding, unsafe programming, sexual exploitation and abuse, and fraud and corruption.
  • Respond and communicate in a dignified and respectful manner with children and adults regarding their feedback, including informing them of what decisions have been made related to their feedback, and ensuring this is documented in the Feedback Database. Where relevant, support implementation staff to close the feedback loop meaningfully.
  • Contribute to Programme Key Performance Indicator (PKPI) quarterly reporting at national level.

ROLE PURPOSE:

The MEAL Officer is primarily responsible for a sector’s programmes and projects’ Monitoring, Accountability (in collaboration with the Accountability team) and Learning systems. He/she, with the support of the MEAL TA, Sr. MEAL Manager and relevant PDQ/Programmes staff, will provide essential support on rolling out quality assurance system (e.g. data quality assessments, quality benchmarks). S/he will support on data cleaning, consolidation and analysis of data collected within the sector’s programmes and projects. S/he will support in developing XLS forms on surveys, data collection tools for the sector MEAL activities and needs. He/She will support the Sr. MEAL Manager and the Accountability team in strengthening monitoring, accountability and evaluations systems and harness the support of staff and partner capacity to ensure that SCI programmes are implemented in a quality manner and are accountable to beneficiaries and donors. Further, the Senior MEAL Officer will be expected to assist on MEAL system design and implementation, evaluations, MEAL budgeting and recruitment.

The MEAL Officer will support in building capacity of staff and partner in MEAL.

KEY AREAS OF ACCOUNTABILITIES:

Developing/strengthening Monitoring, Evaluation, Accountability & Learning (MEAL) system:

  1. Undertake responsibility for the roll-out of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in SCI’s programmes: monitoring progress against targets through the Indicator Performance Tracking Tool (IPTT), Output Trackers and working alongside PDQ for monitoring MEAL/Field visit, Quality Benchmark and IPTT action plans
  2. Ensure that area operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas
  3. Develop database to capture and facilitate data demand from sector by project, location and total reach
  4. Develop, in collaboration with the Sr. MIS Officer, XLS forms on data collection tools
  5. Engage in the process of developing database or information management systems with the Sr. MIS Officer and programme team

Monitoring and Accountability:

  1. Lead in maintaining, updating and cleaning key MEAL databases. Ensure data quality across sector database handled by MEAL and support sector unit on DQA
  2. Lead in consolidating sector’s outputs (IPTT) from different grants and zone/camp wise for the output tracker/total reach, MEAL update
  3. Lead in sector’s monitoring systems, including tools, formats, and record keeping systems of the sector’s projects, in collaboration with the MEAL and the programme team
  4. Provide support to the project management in developing reports (through data collected and analysed) and facilitating timely implementation of project interventions
  5. Work alongside the Accountability team to set up solid feedback and participation mechanisms at community level ensuring transparent and accountable programming
  6. Collaborate with Accountability and Programme team, to conduct focus group discussions, post distribution monitoring, child participatory activities to gather affected community’s satisfaction and
  7. Liaise with programme teams to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities

  1. To conduct quality monitoring of programme activities, measured against international standards and using participatory methodologies (including child-friendly methodologies) and the quality benchmarks

Capacity Building

JOB PURPOSE

The MEAL Expert will contribute to advance the capacity of the MEAL function in SC Italy to generate/acquire robust evidence in response to new funding models and replication and scaling up opportunities in the framework of child-lens investing.

RESPONSIBILITIES

In alignment with SC Global Venture and in close coordination with internal and external actors, supporting SC Italy’s international programmes innovative finance and results-based financing opportunities:

  • Guide the identification and application of appropriate impact measurement and management frameworks applicable to results-based financing and impact investment funds.
  • Be the focal point for MEAL on the design and implementation of impact measurement components of innovative finance and results-based finance initiatives.
  • Ensure that robust and consistent impact data is collected and included into the regular reporting.
  • Design and build dashboards to generate individual and aggregated relevant insights.
  • Responsible for reviewing, analysing, and aggregating social/environmental impact data.
  • Ensure that impact information is being used for the team’s decision-making processes.

In close coordination and under the needs identified by SC Italy thematic advisors:

  • Lead on the acquisition of evidence and learning across programmes in identified sectors and/or with an innovation component, to promote quality improvement across programmes in implementation and ensure highest standards in new programme design.
  • Lead on synthesising, summarising, packaging and sharing data and evidence to inform new project design, improve quality in implementation and support in engagement work.
  • In close collaboration with TAs, BD and Portfolio management colleagues, identify potential processes to ensure integration of evidence and learning into existing / new programming.
  • Support proposal development processes in line with allocation criteria and identified priorities, promoting the highest standards in the definition of the MEAL component and ensuring the integration of Evidence and Learning gathered through ongoing flagship programmes.
  • Promote application of Global indicators in relevant projects and ensure adherence to SC global standards and procedures by providing guidance and/or liaising with thematic focal points in SC Italy and global level.
  • Support the systematization of the POWER 4 AY approach towards its scale up in Africa and other potential opportunities: develop a "package" such as SOPs, guide for needs assessment, activity costing and decision tree to support programme design.
  • Design and realise a monitoring and reporting system that allows comprehensive and programme wide data analysis and reporting across countries that implement the POWER for AY approach. Create dashboards to show progress on selected indicators.

QUALITIFICATIONS AND EXPERIENCE

  • Degree in Economics, Social Science, or other relevant studies.
  • At least 3 years of relevant experience in results-based management, qualitative and quantitative research methods, monitoring and evaluating principles and standards, indicator measurement, data analysis and reporting.
  • Knowledge and/or experience in social finance, impact investment funds, innovative finance, including accelerators and incubators acquired through studies or work experience.
  • Strong written and verbal communication skills in English, with demonstrated ability to communicate technical evidence and data clearly and convincingly to a variety of audiences.
  • Curiosity and interest in exploring AI solutions to maximise evidence acquisition and synthesis capacity.

MSH seeks a Project Director to provide technical leadership, management, and direction for an estimated $90 million, five-year global project, called Global Resilience against Drug-Resistant Tuberculosis. Referred to as GRAD-TB, the project is designed to scale up and improve management of drug-resistant tuberculosis (DR-TB) in USAID-supported countries and focus on expanding access to high quality treatment services. In TB priority and Global Fund Technical Assistance countries, it will provide specialized technical assistance to enhance the quality of DR-TB program at the country level.

OVERALL RESPONSIBILITIES

The Project Director (PD) leads and manages the project and is accountable for project deliverables and results, with full accountability and necessary authority for the development, implementation, and monitoring of the project, including (1) vision and strategy; (2) project management and financial oversight; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH and USAID projects. The Project Director must be a technical expert in TB and will be responsible for all aspects of management and administration of the activity and the successful achievement of the expected outcomes and objectives of the Activity. The PD will be responsible for the overall planning, coordination, and technical direction of the entire project including the work of any sub-recipients as well as oversight of the management of all staff. The PD will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve, including but not limited to timely producing high quality deliverables and documentation of project’s successes and lessons learned for local and international audiences.

SPECIFIC RESPONSIBILITIES

  • Oversee program activities and provide high-quality technical and strategic leadership, managerial oversight, and project administration.
  • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
  • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact using various communication strategies.

  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
  • Provide oversight for all aspects of the Activity implementation and achievement of expected outcomes and objectives to include but not limited to: (1) Ensure activities are aligned with the latest scientific evidence in DR-TB as well as incorporate innovative implementation approaches for DR-TB programs; (2) Develop solutions to barriers and issues that are impeding the implementation of the Activity; and (3) Ensure activities are designed with country-specific contexts in mind given the varying partners and countries the activity will support.
  • Provide technical expertise in DR-TB to support the design, implementation, and communication of the activities in accordance with the objectives.
  • Serve in a critical role as liaison and as needed, establish working partnerships with USAID points of contact, implementing partner project directors, and host country representatives. Maintain professional documentation for projects and deliverables.
  • Establish and maintain communication channels with USAID primary points of contact and other designated points of contact with USAID/Washington, USAID Missions, host country ministries or departments, international organizations, and other designated points of contact.
  • Coordinate with various DR-TB implementing and research partners to ensure the activities are complementary and responsive to latest updates and innovations.

QUALIFICATIONS

  • An advanced degree in medicine, public health, public policy or a related discipline combined with at least 12 years of related experience is required. 15 -20 years of progressively responsible experience preferred. Experience in international public health is required. Direct relevant experience must be in the management or implementation of development activities in/for low and middle-income countries (LMICs), with a clear indication of strengths and experience in project management and operations;

    a. at least five years must have been management or implementation of health systems strengthening and TB prevention, diagnosis and treatment and/or DR-TB programming activities globally;

    b. must be a technical expert in DR-TB and be familiar with latest scientific evidence in DR-TB

    c. at least five years of combined experience physically based in LMIC countries, particularly Africa or Asia. Experience working in WHO priority countries including Democratic Republic of the Congo, India, Indonesia, Mozambique, Myanmar, Nigeria, and more is a distinct advantage.

  • Minimum of 5 years of professional experience interacting with government or nongovernmental organizations including the private sector, in developing countries.

  • Minimum of 5 years of experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies.

  • Minimum of 5 years of demonstrated senior-level leadership (e.g., Chief of Party, Project Director, Deputy Director) to programs of similar magnitude and complexity is preferred.

  • Experience participating in the TB technical leadership at the global level is advantageous.

  • Strong knowledge of USAID program management and reporting procedures.

  • Knowledge of, and experience with, Global Fund are an added advantage.

Position contingent upon project award and funding

OVERALL RESPONSIBILITIES

The MFD reports to the Program Director and works closely with the program leadership team to provide high-level financial management and operations leadership, procurement, contract, and grant management and subawarding support. The MFD ensures that financial and operational functions support the timely and effective implementation of the GRAD-TB scope of work. The MFD provides counsel to help GRAD-TB program leadership ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The MFD will liaise with the GRAD-TB program leadership team, regional GRAD-TB teams, local partners, USAID and MSH’s headquarters regarding any aspects of program implementation, contractual, risk management, governance and all other matters related to finance and administration. The MFD will work with GRAD-TB program leadership team to ensure that all expenditures, payment, and procurement are done according to USAID and MSH standards and regulations. The MFD provides authoritative leadership on all budget, expenditure monitoring, financial reporting and contract matters to ensure timely and effective implementation of the program's activities.

The MFD will oversee the financial management for all GRAD-TB Program activity. This includes oversight of procurement, grants, logistics, human resources, accounting and finance, and records. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID. The MFD will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

SPECIFIC RESPONSIBILITIES

Financial Management:

  • Lead GRAD-TB program annual budget development process that includes managing the annual work plan, life-of-program and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
  • Maintain systems for GRAD-TB program budget monitoring and tracking that include financial and contractual data. Provide routine pipeline analyses to the Program Director and USAID. Also, provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to maximize efficiencies, both in cost and operationally, in the implementation of the activity.
  • Responsible for efficient use of funding provided to administer and manage GRAD-TB.
  • Responsible for coordination of contract management activities. Work with program staff, home office and partners to draft, manage and monitor implementation of contracts. Provide routine progress reports to program management team.
  • Collaborate with local office leads and MSH headquarters for preparation of budgets and budget amendments to be submitted to USAID. Submission to the USAID officer shall be reviewed by the MSH contracts officer or Senior Contracts officer prior to submission.
  • Execute management processes and methodologies to ensure results are delivered on time and within budget.
  • Monitor adjustments to the annual budget whenever required.
  • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
  • Ensure timely, high-quality, and complete submission of all reporting requirements.
  • Responsible for all program accounting and financial reporting systems and related reporting in compliance with USAID financial and accounting rules and regulations, including the management of multiple funding sources from USAID entities.
  • Review purchase orders and confer with team leader for approval, prior to issuance of the purchase orders for program procurement of commercial goods and services within agreed upon thresholds.
  • Ensure all GRAD-TB program staff is trained on USAID Rules and Regulations and compliance with the Cooperative Agreement or Contract.
  • Contribute to the design and implementation of technical assistance assignments focused on strengthening the financial management, accounting, and compliance, and sub-award and grants management of local partners, as appropriate. This could include providing input to work plans, reviewing technical outputs of assignments, providing mentorship or direct support to assignments, and/or coaching teams of financial management specialists.

Grants Management:

  • Supervise financial and contract administration functions. Supervise the grant management team for the program.
  • Correspond as necessary with grantees, local subcontractors, and MSH Home Office.
  • Lead the grants program design; make recommendations to the Program Director for the grant instrument selection.
  • Coordinate with regional GRAD-TB teams on the development of the Request for Applications; determine appropriate deadlines and scope of work. Collaborate with the Corporate Contract Office in the development and revision of all grant templates.
  • Keep abreast of, interpret, and provide training and guidance to program staff and grantees on all donor regulations and policies (including Circulars A-110, A-122). Educate program staff and grantees on agreement compliance and operational topics.
  • Develop and monitor metrics for measuring grant and financial management performance of local organizations.
  • Approve invoices and payments to grantees. Supervise all aspects of grant close out.
  • Oversee and lead cost-efficient subawarding of multiple organizations within host countries.

Administration:

  • Collaborate with the Program Director to (a) ensure that program activities and management operations are implemented as per MSH Mission, values, and policies, and standard operating procedures, and local laws and regulations, and (b) to safeguard MSH's reputation - financial, contractual, and political integrity.
  • Support the Program Director in the management of the program, aligning staff, systems, and other resources with the annual work plan and budget to provide timely, cost effective, responsive, and high-quality operations and administrative support within local laws and available resources, and in an environment with adequate internal controls, adhering to contracts regulations, MSH Policies, and standard operating procedures.
  • Ensure timely submission of administrative and financial reports to the team leader and corporate operations office as required.
  • Provide administrative supervision to the program specific support staff and is accountable for their performance management (including regular results, check-ins, formal appraisals, supportive supervision, rewards, training, coaching and carrier development support).
  • In liaison with the program leadership team, coordinate execution of internal/external financial, operations, and program reviews or audits, and ensure timely follow up to review or audit conclusions and recommendations.
  • Participate in program risk register development and implementation and take proactive steps to mitigate risks within operational functions.
  • Take responsibility for risk management and good governance.

General:

  • Ensure USAID Monitoring, Evaluation, and Learning principles are met and that documentation and dissemination of findings, impact of the activity, innovations, best practices, success stories and lessons learned.
  • Ensure program actions are governed by the highest standards of personal and business conduct as stipulated in policy guidelines.
  • Contribute to maintaining teamwork, discipline, sound work relationships and productivity.
  • Ensure that unit staff charges their time to the different program activities in a manner which accurately reflects their level of effort.

QUALIFICATIONS

  • Master’s degree in business administration, finance, and accounting or other relevant discipline or equivalent experience.
  • A minimum of 8-10 years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resource related matters for international development activities, especially in public health and/or infectious diseases (TB, HIV, malaria, etc.), of similar dollar value; 12 years of progressively responsible experience is preferred.
  • Significant experience with USG-funded projects, preferably on a global project with regional field experience strongly desirable. Experience working in WHO priority countries including Democratic Republic of the Congo, India, Indonesia, Mozambique, Myanmar, Nigeria, and more is a distinct advantage. USAID experience is required.
  • Thorough knowledge of USG financial reporting, procurement practices, and compliance requirements. Well-versed in USAID policies, rules, and regulations.
  • Strong leadership, mentoring, management, planning, analytical and organizational skills shown by working independently and within a team, assessing priorities, and managing various activities with attention to detail.
  • Ability to prepare high-quality and complete reports on time.

Contexto de la Consultoría

SC en Guatemala tiene el objetivo de documentar su experiencia en los temas de gobernanza, democracia y derechos de niñez. Asimismo, fortalecer su posicionamiento y colaboración con actores importantes en esta temática, incluyendo donantes, socios locales e instituciones gubernamentales. Para ello, se requiere de la asistencia de un consultor para desarrollar un mapeo de actores clave, identificar la propuesta de valor agregado que Save the Children tiene respecto a los temas mencionados. Adicionalmente, se requiere la documentación de las lecciones aprendidas durante la implementación de otros proyectos pasados en la misma temática, ejecutados por otras organizaciones.

Objetivo

Contribuir al desarrollo de la estrategia de posicionamiento de Save the Children Guatemala en el tema de Gobernanza, enfocándose en un análisis integral del contexto nacional, el mapeo de socios locales, la identificación de la competencia y la alineación de la propuesta de valor de Save the Children con las prioridades establecidas por USAID para Guatemala, como insumos para el desarrollo de dicha estrategia.

ROLE PURPOSE:

This role will lead or/and coordinate the emergency response supply chain functions and responsibilities. Position holder will supervise and manage all relevant supply chain staff. S/he will be under the supervision of the Deputy Team Leader. This requires working in close collaboration with the other members of the supply chain team including oPt CO, Cairo response team, local partners/suppliers as well as the programme team (technical advisors and programme managers).

This role will focus on managing and supporting all Supply Chain activities related to SCI operations in Gaza region, coordinating with all TAs across all sectors of implementation and communicating with the oPt Country Office/Cairo Response team for appropriate follow up with Donor compliance.

This role provides leadership, technical support, capacity strengthening and will be responsible for ensuring sound supply chain practices and rigorous controls are in place including safeguarding

KEY AREAS OF ACCOUNTABILITY:

Procurement:

  • Coordination and oversight of procurement at FO level; implement the procurement policies and procedures for supporting the overall supply chain management flow, where appropriate.
  • Ensure that Save the Children standards and procurement policies and procedures are implemented for procurement executed at FO level.
  • Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, across all relevant technical sectors implemented in the area of Gaza.
  • Review all new requisitions produced at FO level and ensure each request is delegated to a specific individual and review all paperwork prior to submission for final authorization; ensure approvals are made by authorized signatories only.
  • Ensure that staff update the manual procurement tracker with information and status of procurement
  • Ensure staff upload all procurement documents into the respective procurement folder on sharepoint
  • Liaise and consult regularly with requestors on request specifications where appropriate.
  • Provide support role for the functioning of the procurement committee when needed. Ensure due process is followed and fair/transparent purchasing decisions are made.
  • Ensure all staff engaging in procurement activities are aware of the conflict of interest policy and declaration. Highlight and document any situations of real or perceived conflict immediately for any procurement executed at FO level.
  • Whenever appropriate, conduct market research and assess availability of goods / services at Rafah and Gaza region.
  • Ensure to monitor compliance with SCI and Donor policies and procedures are adhere across all SC functions.
  • Establish regular communication and information sharing mechanisms with CO Supply Chain department and Response SC team Egypt, ensuring priorities and deadlines are met.
  • Represent Save the Children International to any Supply Chain relevant meeting, such as but not limited to Logistic Cluster Meeting.

Warehousing and Assets:

  • Ensure and warehouses selected and registered as per SCI procedures.
  • Ensure proper warehouse policies and guidelines is maintained according to SCI policies and procedures.
  • Ensure all stock management procedures are in place and monitored (If possible implement the use of TiM with support from the oPt CO)
  • Ensure all assets received into Gaza are reported and added to the CO oPt asset register, this includes recovery of assets as staff leave.

Fleet:

  • Establish and maintain fleet and fuel management tools, as per SCI policies and guidelines.
  • Ensure fuel tracking, requesting and usage procedures are in place
  • Ensure that all vehicles used by SCI staff and partners meet the minimum safety requirements and standards
  • Closely working with Operations team for any contingency planning needed to support implementation of activities, ensuring at all time SC preparedness across all functions.
  • In collaboration with CO SC lead, contributes in projects planning, design, and budgeting to ensure that required logistics human and material resources and systems are accounted for and are suitable to support planned operations and expected workload.
  • Support implementation of logistics strategies in line with country program/operation strategy and preparedness plan.
  • Responsible to coordinate with SCI cross – border team in Egypt for all international and large/complex procurement requests and oversee the successful importing of goods with close collaboration with the Logistics Cluster.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. ROLE PURPOSE:

Save the Children will be implementing Creating an INclusive and TrAnsformative youth-Led climate Action Movement (CINTALAM). The overall objective of a three-year project in the Southern most is to enhance resilience, adaption, and mitigation capacity in the three southern border provinces of Thailand to address climate change and environmental degradation. The project will deliver on two of the priorities: 1) enhancing CSOs’ participation in tackling climate change, fighting against climate change scepticism, and raising awareness of the impacts of climate change and global warming for the environment and people’s lives, and 2) enhancing the voice of women and girls and/or youth to better engage in social, economic, and environmental policy-making and implementation.

The Climate Change and Partnership Project Coordinator project coordinator will have overall responsibility for the planning, implementation and monitoring of the project. The position will lead on the design and management of the project, capacity building for staff and partners, and work with Climate Change and Green Skills Tech. Advisor and Advocacy, Campaigns, Communications and Media team. The coordinator shall utilize lessons learned and critical networks developed through previous actions, including those by the consortium partners and pre-identified potential partner CSOs, CBOs, youth groups, and LAs already working with youth in the region, while leveraging the organizational capacity development and thematic/technical expertise of SC and Geen South Foundation (GSF) to provide local climate groups with the tools, knowledge, and financial support to lead effective and sustainable action within their communities.

  • Attend meetings with Climate Change and Green Skills Tech. Advisor and MEAL team to update progress of project and receive guidance on technical aspects
  • To maximize continuous learning, ensure timely and quality documentation of CINTALAM project activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with donors’ requirements.

The post holder will be a member of an Extended Senior Management Team (ESMT). The post holder is expected to collaborate across all sectors of interventions and with a cross-functional approach. Save the Children’s programme has a large geographical footprint in Thailand, with programmes in many provinces. The agency works in Child Rights Governance, Child Protection, Education, NFI, and Livelihoods. We are an agency, delivering humanitarian and development programming.

The Humanitarian Manager will play a critical role in planning, coordinating and delivering our humanitarian ambitions through the provision of technical and coordination support on key areas of humanitarian priorities. The role will be responsible for driving and delivering the of the Localization Initiative, identifying operating models that advance localization and ensuring that Country Office is equipped with easy to use guidance to support their localization journey. They will be an experienced and entrepreneurial operations generalist with the ability to realize connections between localization and broader operational initiatives across the movement. The role will report to the Senior Operation Manager and will be a leader of Humanitarian response Team.

Role Dimensions: work with Humanitarian response team across functions (Field offices, SPQI, Operation, ASRO, SMT, Supply Chain and Finance.

KEY AREAS OF ACCOUNTABILITY:

Humanitarian Analysis, Strategy & Programme Strengthening:

  • Coordinates and provides strategic leadership, direction, guidance and technical support to the development of humanitarian programming across Thailand. Aligns the humanitarian response to Save the Children’s Country Strategic Plan and interagency response plans and strategies.
  • Leads the annual development and review of a Humanitarian Plan for Save the Children in Thailand based on context analysis, and alignment with Save the Children’s CSP goals; supports its adoption and implementation across the CO.
  • Coordinates the development of Save the Children’s contributions to the interagency Humanitarian Response Plan and Appeal. Coordinates with NBD to ensure quality of the proposals of Thailand national office and cross-border initiative if any .
  • Guides the Humanitarian response team, and coordinates with MEAL/REALM to ensure relevant analysis, mapping, research and other learning exercises are undertaken, which inform strategic planning and decision-making, and contribute to effective programme design and advocacy.
  • Works with the Advocacy, Campaigns, Communications & Media team to develop and disseminate key messages on the humanitarian context, gaps and needs in Thailand, to key internal and external stakeholders.
  • Supports and follows up on pipeline funding opportunities, and engages directly in the design of strategic humanitarian project proposals that contribute significantly to the objectives set out within the Humanitarian Plan.
  • Champions the integration of best practice and relevant innovative approaches within humanitarian programming, to maximize impact and sustainability. This includes, but is not limited to conflict sensitivity, anticipatory action, community-based DRR and durable solutions. Ensures the Centrality of Protection is embedded across all programming.

  • Humanitarian Coordination & External Representation:

Localization of Humanitarian Response:

  • Establishes relationships and ensures sustained engagement with a range of local and national actors (DDPM, MOE, DCY) including INGOs, CBOs, youth networks, authorities and private sector; provides opportunities for local and national actors to speak.
  • Leads initiatives to increase NGO/CBO role in emergency response specifically, including through supporting their integration within Emergency Rapid Response Mechanisms (ERRMs) and support on sub-grant programmes.

Emergency Response Planning & Implementation:

  • Manages the annual development and review of the Emergency Preparedness Plan (EPP), ensuring inputs from field offices and CO functions are integrated. Follows up on Minimum Preparedness Actions and Advanced Preparedness Actions with all functions / departments, to ensure readiness across the CO for emergency response. Ensures Contingency Plans are developed for high-risk hazards.
  • Plans prepositioning of appropriate emergency relief stock across the country, and advocates for access to common cluster pipelines.
  • Strengthens the internal early warning system to enable appropriate decision-making and response at CO level.
  • Acts as default Team Leader for Category 3 and 4 responses. Ensures swift response to new emergencies or spikes in emergency are launched, by supporting teams to raise timely alerts, undertake rapid needs assessments, develop response plans and master budgets, mobilize funds, and deploy surge staff. Ensures that humanitarian sitreps and other reporting are submitted on time and to a high-quality standard.
  • Supports efforts to enhance project management, technical, MEAL/REALM, safeguarding, supply chain, finance and other support service capacity, systems and processes to increase readiness to implement safe, timely and relevant emergency responses.
  • Provides guidance to field and humanitarian operations teams to ensure response implementation follows internal guidelines, donor guidelines, and meets standards.

  • Experience of solving complex issues through analysis and planning, defining a clear way forward and ensuring buy in.
  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures.
  • Ability and willingness to travel extensively to field sites and work independently.
  • Commitment to the aims and principles of Save the Children, in particular a good understanding of Save the Children’s mandate and child focus.

Desirable:

  • Prior experience as a member of Country Office Senior Management Team or equivalent.
  • Specific experience of supporting change management.
